Job Description:

Pay Range: -A.17, $74,630.40 - $114,566.40

Engineer IV - Operations and Maintenance

Responsible for an operational bureau of over 100 FTE's performing storm water maintenance and related activities.

Performs a variety of engineering duties of a complex nature which may include any of the following: project management, infrastructure maintenance, designing and reviewing plans and specifications for storm drainage, field engineering and management.

Bureau budgeting, personnel management, and other aspects of administration. Maintains complex records and prepares difficult reports in order to meet City time schedules, budgets and standards.

Reviews recommendations of staff; derives solutions and prepares final reports for submittal to higher levels of management on projects, budgets, City contracts and agreements, and citizen complaints for maintenance related items.

Requires knowledge of the principles and procedures of engineering as it relates to municipal work. Knowledge of engineering design standards and administrative procedures and their application to various projects in varied situations including all areas of engineering and construction, City contract administration. Knowledge of local and state ordinances as they relate to construction, and various design storm water management operations standards. Knowledge of infrastructure maintenance practices and principles and maintenance management systems. Knowledge of municipal administration principles and practices. Detailed knowledge of various City policies and procedures. Knowledge of state and federal programs, regulations, laws and administrative polices related to field of duties.

Requires skill in effective methods of personnel direction and assignment to balance work load, personnel evaluation, resolution of personnel disputes and requests; skill in interpreting plans and specifications; highly skilled in effective oral and written communication and in the use of computers and computer programs; ability to exercise supervision over and provide training for staff.



**Position is ALPHA I and will be required to work during all inclement weather (snow, hurricanes, flooding, etc.)**

Minimum Requirements:

MINIMUMS:
Requires a Bachelors Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program with a Professional Engineer (P.E.) license from the Virginia Board of Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA) and seven (7) years of progressive professional experience; OR, an Associates Degree in Engineering with ten (10) years of progressive professional experience and a P.E. license.

SPECIAL REQUIREMENTS:
All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:

- Recent supervisory experience, within 5 years, in an operational work environment
- Demonstrated experience in stormwater management in municipal maintenance engineering
- Experience with stormwater management state and federal regulations – Virginia Stormwater Management Program (VSMP) Regulations, Virginia Pollution Discharge Elimination System (VPDES), Cosntruction General Permits (CGP)
- DEQ Erosion and Sediment Control and Storm Water Managment Plan Reviewer certification
- Familiarity with Storm Water Pollution Prevention Plans (SWPPP) facility inspections and subsequent remedial actions
- Use of Supervisory Control and Data Acquisition (SCADA) and experience with stormwater pumping activities
- Experience investigating and developing solutions for flooding issues
