Summary:

This position is located in the Bureau of Overseas Buildings Operations (OBO), Operations Directorate (OPS), Office of Safety, Health, and Environmental Management (SHEM). SHEM's mission is to minimize risk to life, health and safety for all Department of State and Federal Agency (under Chief of Mission authority) employees and overseas family members supported by the Department.


The incumbent will be responsible for SHEM's overseas program with emphasis on the Drinking Water Safety Program.


Major Duties:

As an Industrial Hygienist assigned to the Policies and Special Studies (PSS) staff within OBO/OPS/SHEM, the contractor is responsible for assisting the PSS Chief, the SHEM Director, and Industrial Hygienists assigned to SHEM in developing and implementing SHEM programs, evaluating and assisting posts and headquarter organizations in interpreting and integrating policies into post operations, and ensuring that programs are integrated into Department wide operations with special focus on the Drinking Water Program. In furtherance of these responsibilities, the contractor performs tasks and assignments that typically include but are not necessarily limited to the following:


• Provide technical, policy, and programmatic expertise to the development, management, review, and oversight of SHEM policy and program implementation at posts and pertinent headquarters activities worldwide.



• Assists in the overall development, management, and administration of the Drinking Water Safety Program for ensuring safe drinking water is available at overseas posts; routinely and independently analyzes technical and administrative data; and based upon findings, contributes to the development of procedures and long-range strategies for program improvement; based on assessment of local conditions, identifies suitable water treatment devices and tailored quality control testing protocols.



• Serves as a primary representative on the OBO Damage Assessment Team (DAST) supporting recovery from damage to OBO overseas facilities following natural disasters, terrorist attack, etc.; provides health and safety support based in headquarters and, if needed, at the overseas location; administers the health and safety program tailored to DAST operations including the Respiratory Protection Program.



• Contributes to the development, implementation, and management of programs related to mishaps (including waterborne disease clusters), and other emergent issues that require additional emphasis due to a history of fatalities, injuries, or property loss; and, using internal applications such as the Mishap Reporting System and SHEM Management Assessment Results Tracking System, identified performance indicators and analyzes trends to identify new areas for emphasis or to re-direct SHEM policy and program efforts.



• Educates personnel at all staff levels and their families on SHEM matters to enhance the understanding of the basis and criticality of program implementation, along with education on identifying and eliminating or controlling risk; educates post officials to enable them to perform their functions and meet responsibilities; and trains employees in applicable health or safety topic areas

Conditions of Employment:

Education:

When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience (for example, 6 months equals 50%) and the percentage of graduate study (for example, 9 graduate hours for a GS-07 equals 50% where 18 graduate hours constitute a full time year) must total at least 100%.

IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least 1 full year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service. Qualifying specialized experience must demonstrate the following:

• Experience conducting mishap investigations and root cause analysis that enables the incumbent to immediately identify critical systemic program deficiencies and develop and implement preventative measures to reduce the risk of a recurrence.

• Experience interpreting drawings and specifications to recognize potential hazards and the design changes necessary to eliminate the hazard.

• Experience identifying engineering methods, techniques and construction materials to develop and to evaluate health and safety criteria applicable to the design, construction, and maintenance of facilities.

• Experience analyzing information in technical publications and other sources, extract information from database systems, collate the information, and conduct analyses to effect solutions that resolve complex health and safety problems.

• Experience developing and presenting training that encompasses the broad spectrum of the health and safety arena for a range of educational levels.

• Experience as an on-site safety officer during field activities.

Note: Professional certification from the American Board of Industrial Hygiene as a Certified Industrial Hygienist and/or from the Board of Certified Safety Professionals (BCSP) as a Certified Safety Professional is desirable.

Benefits:
The Overseas Buildings Operations has a program that allows Personal Service Contract employees to be reimbursed for their health premium costs that they incur during the period of performance. The program pays up to 5% of the employee's base salary of not to exceed 50% of the insurance premium costs towards either an individual policy or a family policy. To be eligible for the PSC Health Insurance Reimbursement Program, the employee must provide proof of insurance coverage and the cost of the premium for which s/he is responsible.

Former Military Service and Federal employees Annual Leave Accrual Rates:

Personal Service Contract employees entering on duty with prior military service and/or federal civilian service can credit their years of service for higher annual leave accrual rates. Please submit a copy of your most recent DD-214 form and/or SF-50 for consideration for higher annual leave accrual rates.
