JOB DESCRIPTION: The Sponsor's Special Communications (SC) Team Systems Engineering and Technical Assistant (SETA) role is a full-time position central to the coordination and smooth daily operation of the SC team and associated IC-level activities. As part of the SC team, the SETA will be a trusted position to coordinate and manage activities related to a variety of sensitive topics to include technical communications policy, mission partner engagement, advocacy of wide-ranging communication techniques and protocols, as well as budget. With a small but dynamic SC leadership team, the SETA must be adaptable, resilient under pressure, and capable of operating independently. Specific responsibilities include (but are not limited to):
Manage and support Sponsor in IC-level Special Communications meetings. Serve as focal point for SC-related issues and projects. Schedule and manage SC upcoming major briefings and engagements. Draft, coordinate, and publish SC technical policy for Sponsor and IC partners. Assimilate and organize complex technical data and draft written reports and presentations suitable for release internally and to the external stakeholders. Provide expertise to the SC Team. Advocate for SC policies and influence. Manage SC Brain Book inputs and updates. Qualifications
Required Qualifications:
Current TS/SCI clearance with Full-Scope Polygraph. Bachelor's degree in an applicable field (four years of relevant experience may substitute in lieu of a degree) and fifteen (15) years or more experience; Masters and thirteen (13) years or more experience; PhD or JD and (10) years or more experience. Prior Sponsor experience with knowledge of Intelligence Community applications, systems, tools, and protocols. Expertise in RF or SATCOM communications. Excellent verbal, written, and presentation skills. Proficiency in Outlook, Word, Excel, PowerPoint, and Project applications. Proven ability to effectively manage competing priorities as well as anticipate requirements and potential issues. Demonstrated sound judgement and discretion. Proven ability to adaptively prioritize time-sensitive issues. Self-starter who is flexible and willing to meet the challenges and changing needs of a dynamic organization. Proven track record of being a team player who is willing to pitch in and get the job done. Desired Qualifications:
Knowledge of technical policy issues at the Sponsor and community level. Expertise on all aspects of government / commercial satellite communication systems - satellite, Transport, Processing, Field Units. Exposure to Internet protocol communications and networks. Exposure to CI-related issues for SATCOM communications products and policies.
