Description
SAIC is seeking an Interface Control Officer (ICO) Planner and Analyst.
Specifically, seeking an individual who can perform in capacity as a Interface Control Officer (ICO) for Navy Operational-Level Exercise support at Navy Warfare Development Center (NWDC), Norfolk, VA.
The individual in this position will provide ICO subject matter expertise (SME) and Modeling and Simulation (M&S) Planner support to train Navy Fleet HQ staffs in Maritime Operations Centers (MOCs) for command and control (C2) of operations at the Operational Level of War (OLW).
The ideal candidate must have naval operational experience and knowledge related to the way Multi-Tactical Data Links and M&S enables Navy training systems to support areas including, but not limited to the following areas: Operations, Plans, Fires, Intelligence, Protection, Air and Missile Defense, Logistics, C2 Systems, Information Operations, Cyber Operations, Space Operations, Air Warfare, and Anti-Submarine Warfare.
Additionally, the ideal candidate should have experience developing, designing, and executing exercise events at the high-tactical or operational-level of warfare, including familiarity with joint and maritime HQ tasks simulating real-world operations. These tasks include, but are not limited to: exercise concept development, planning, scheduling, modeling, simulation architecture design, simulation management and operations, intelligence system integration, scenario development, database builds and tests, event response and control cells, assessment, as well as support to development of future maritime domains within the joint training environment.
Specific Functional Area duties will include but not limited to the following tasks:
Coordinate with MOC Training and Exercise Team (MOC TET) on-site government and contractor staff, as required, to provide tasks, briefs, planning products, and point papers to enable MOC training objectives. Coordinate with appropriate MOC TET members to prepare required reports, staff actions, point-papers, talking points, and all other staff products. Coordinate event planning with Navy and Joint planners, to include Joint HICON coordination cells, Combatant Commands, Joint Staff J7, and other service response cell planners. Provide recommendations for and development of synthetic augmentation (entities, scenario elements, simulator operators, etc.) to live training exercises. Provide the MOC TET government lead with appropriate lessons learned from synthetic training exercises and ensure relevant changes are incorporated in future exercises.
Qualifications
Education:
BS degree and 6 years of experience. 4 additional years of experience in lieu of degree. Required Experience:
Interface Control Officer ICO (NEC 0350, E7 and above), OS A school. OSC School Track Data Coordinator (TDC), Intro to MTN (JT- 101), MAJIC (JT-102), Multi- TDL Planners Course (JT-201). Completion of JT-102 Multi-Tactical Data Link Advanced Joint Interoperability Course is required. Demonstrated experience and knowledge of Link Gateway Manager (GWM), JRE Client Software, BCS C2 software, Link Monitoring and Management Terminal (LMMT), ADSI Ultra 16, TacViewC2 software, Basic Linux Red Hat Enterprise and Global Command and Control System Joint and Maritime (GCCS J/M) is preferred. Completion of Link 16 Unit Manager (LUM) Course (JT-220) or Multi-TDL Operations Planning Course, JT-201 is preferred. Tactical Data Link (TDL) and Multi-TDL Architecture (MTA), operational experience to include Link-11, Link-16, Link-22, Joint Range Extension (JRE), Tactical Data Analysis and Connectivity System (TDACS), GCCS-J/M, Command, Control, Battle Management, and Communications (C2BMC), Theater Battle Management Core System (TBMCS), Air Defense Systems Integrator (ADSI), Virtual Secure Enclave (VSE), Cross Domain Solution (CDS), etc. Desired Experience:
Experience as a Combatant Command/Theater or Service ICO. In-depth knowledge of processes to develop and oversee TDL requirements, agreements, and Information Exchange Requirements (IERs) in a joint / coalition operational environment. Working knowledge of TDL / Link-16 cryptographic modernization and advanced capabilities strategies and efforts. Experience with AEGIS, Mode 5 IFF, Advanced Field Artillery Tactical Data System (AFATDS), and Joint Automated Deep Operations Coordination System (JADOCS). Clearance: Active Secret Clearance with ability to obtain TS/SCI; U.S. citizenship required.
