Duties
ADDITIONAL INFORMATION: This position requires day-to-day management of testing and development activities supporting four continuity-related Mission Assurance Support Toolkit (MAST) systems: Continuity Planning Tool (CPT); Location Information Tool (LIT); NGA Risk Management and Opportunity Management (NROM); and Enhanced Master Scenario Event List (EMSEL). This position provides direct support to track, manage, mitigate, and prioritize risks, both internal and joint. This position works with the Branch Chief to manage team deliverables for the branch, which include MAST and Risk deliverables and provides routine and ad hoc updates to NM leadership.

Key responsibilities include: responding to Help Desk tickets, answering questions/capturing metrics to identify trends, conducting MAST training/demos to interested stakeholders and ensuring the accuracy of User Guides, capturing and tracking requirements for Tool enhancements, leading scrum meetings, leading requirements discussions on MAST systems, conducting and leading testing activities, and coordinating sprint cycles with a team of developers in both East and West locations. Also includes: reviewing NGA risks, working with Risk SMEs across the Agency, updating records in NROM, preparing for Working Group and Committee meetings (internal and joint), assessing internal controls processes, and facilitating risk mitigation activities.

This position will work with the Technology and Risk/Resiliency Branch Chief to manage the product delivery efforts of contractor team members across two different teams (Technology and Risk/Resiliency).

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. DoD Components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Demonstrate ability to successfully coordinate and collaborate across multiple teams and organizations to produce deliverables in a timely manner.

3. Demonstrate ability to identify, track and manage risks on project.
4. Demonstrate ability to brief status updates to team leadership on various project deliverables.
5. Demonstrate a basic level of understanding of business continuity concepts.
6. Demonstrate ability to facilitate identification, prioritization, and/or management of requirements.

EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Continuity Planning, Emergency Management, Information Assurance, Information Security, Strategic Planning, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in the performance of disaster planning and emergency response duties, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years experience in the performance of disaster planning and emergency response duties, or a related area that demonstrates the ability to successfully perform the duties associated with this work.
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. Possession of SCRUM and/or Agile certification.
2. Experience working with a team of IT developers.
3. Experience with the JIRA tool.
4. Experience with MS Teams, OneNote, or similar systems.
5. Experience facilitating meetings and providing guidance on next steps.
6. FEMA Level 1 Certification.
