EXCEPTED SERVICE: This is a full-time position in the Mobile Emergency Response Support (MERS) Detachment. MERS positions are in the excepted service. Employees will not acquire civil service status but will have standard and optional benefits.
EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will be part of a detachment that provides mobile telecommunications, operations, logistical, and information processing support to Federal response personnel at specials events and emergency/disaster field operations. Typical duties include:
Performing tasks related to the preparation, transportation, assembly, operation, maintenance, repairs, and disassembly of Utility Systems and equipment designed to support the MERS Detachment in a deployed status. Operating and maintaining the environmental control units (ECUs) at the deployed site, establishing maintenance schedules, interpreting wire schematics, and specifying and ordering materials. Monitoring air quality for temperature and humidity to satisfy sensitive computer and electronic equipment requirements. Performing periodic Preventive Maintenance (PM) and repair work prior to, during, and after deployment, on the detachment support equipment: transportable or towable units, support vans, communications and computer vans, power generating systems, cooling heating, lighting, and water purification units. Determining the physical plant layouts, writing and implementing plans/procedures and checklists to deploy the ECUs from the VSAB to field sites, set up the systems, and bring them to operational status within 24 hours. Qualifications

Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standard. Although a specific length of time and experience is not required for most trade and labor occupations, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

Working Conditions: The work setting may vary from a properly equipped repair shop to an excessively hot, cold, windy, or wet outdoor environment. Incumbent may be subject to experiencing cuts, abrasions, bruises, and electrical shock Hazards including high voltages, noxious fumes, sharp or abrasive objects, excessive noise, toxic substances, and slippery surfaces are likely to be encountered and incumbent must follow stringent safety regulations.

Physical Effort: Work may be performed in enclosed, confined quarters or under extreme environmental conditions. Work requires standing, stooping, bending, kneeling, lifting, and climbing; work may he tiring and have to be performed in uncomfortable positions. Incumbent must be able to lift weights up to 45 pounds and be physically and medically capable of performing all tasks and duties characteristic of the position. Periodic physical examinations are required to satisfy Commercial Driver's License requirements in his/her state of residence.
