Duties The Instructional Design Specialist will support the analysis, planning, design, development, validation, and evaluation of non-technical learning and development programs and courses. Duties include, but are not limited to:
Applies Instructional System Design (ISD) process knowledge to support the design and development of new or revised programs, courses, and other learning solutions to develop participants' leadership capabilities and career potential. Learners range from non-managers to executives, enterprise-wide. Methods include instructor-led (synchronous) classroom, virtual, online, webinar, and blended delivery. Assisting with research, planning, writing, needs assessment, design, development, analysis, evaluation, revision, redesign, and project management related to all aspects of non-technical training. Applies adult learning principles and Instructional System Design (ISD) models (e.g., ADDIE) to ensure sound, logical content sequencing. Assists in ensuring instructional strategies and objectives are based on desired learning outcomes. Recommends the best learning strategy for the content being developed and uses the most effective instructional technologies and methods. Provides writing support for various training materials (e.g., content outlines, design guides, modules, instructor guides, participant guides, lesson scripts, slides, examples, exercises, assessments, simulations, style guides). Reviews existing training materials for quality, currency, level of interaction, and consistency and assists a collaborative instructional design team in evaluating, revising, and enhancing the design and materials as needed. Supports and observes pilot or initial deliveries of new, redesigned, or converted courses, programs, and curricula to judge the impact of the design and materials and to catch and correct any issues. Supports the periodic review and evaluation of materials for revision, redesign, or retirement. Reviews and understands training and development policies and procedures and assists in ensuring training content is in accordance with policies and standards. Provides Instructional System Design (ISD) project management assistance. Schedules, plans, and supports virtual and in-person meetings. Writes project plans and procedures. Assists in developing clear and timely information, messages, and reports to keep course managers, management, and senior leadership apprised of progress, issues, and results. Keeps abreast of theory, principles, and leading and emerging practices in instructional design and training evaluation and applies this knowledge to work products. Recommends new and innovative approaches where applicable and needed. Helps to test and implement agreed-upon emerging technologies in courses and learning experiences.

Qualifications
Applicants at the FV-F level can qualify on the basis of possessing the degree requirements specified below under the Education section.
FV-G: In addition to meeting the educational requirements specified below in the Education section:
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-F, FG/GS-5-9 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
OR
Education substitution :
3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree
Specialized experience is defined as:
Experience preparing/developing and/or modifying training materials and products; AND
Experience conceiving, developing, and delivering information in various formats and media (e.g., charts, pictures, job aids, reports, briefings, slide decks, presentations, and articles). AND
Experience performing content analysis in support of course design.

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The coursework must have included study in AT LEAST FOUR OF THE FOLLOWING FIVE AREAS (Applicants MUST submit course descriptions from the appropriate college/university):
1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategies and models, and applying design methods to the improvement of instructional effectiveness.
3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
