As a Senior Operations Analyst, supporting the Program Executive Office (PEO), Integrated Warfare Systems (IWS) 2.0 Above Water Sensors and Lasers, you will be trusted to lead acquisition and life-cycle management accountability for all US Navy above water sensors, including Radars, Directed Energy, Electronic Warfare systems, Off-board Countermeasure systems and Electro-Optical/Infra-Red sensors. PEO IWS 2.0 programs are organized into two major categories; (1) Development Systems which are systems under development or systems not yet fielded, systems in Low-Rate Initial Production (LRIP) or just entering Production, or fielded systems undergoing major change/upgrade, and (2) Deployed Systems, which are systems fully developed and in Full Rate Production and those in the Operations and Support phase.

In this role, a typical day will include: Monitoring the development of systems at various levels of Acquisition Category (ACAT), including ACAT I through IV programs. The PEO IWS 2.0 portfolio includes one ACAT IC, six ACAT II, one ACAT IV, and over 25 non-ACAT radars, electronic warfare, directed energy, electrooptical/infra-red, off-board countermeasure systems, and international cooperation efforts. Supporting cost estimating efforts for all development and deployed systems, current and future, in the IWS 2.0 portfolio. Providing support for estimation and formulation of cost estimates for equipment or systems with associated software, support equipment and software, and logistics costs in support of the Program Objective Memorandum. Providing support in the conduct of Special Cost Engineering Analysis Studies covering a broad spectrum of special cost engineering analyses that include: economic analysis of alternatives and existing systems; complete cost tracking and/or trend analyses of life cycle cost categories and/or selected work breakdown structure. Providing Earned Value Management cost, schedule, and performance management. Analyzing NAVSEA Form 7300 submissions by program offices/activities and determine reasonableness and accuracy of the estimates. Supporting the Government Cost and Software Data Report (CSDR) IPT group to actively engineer cost data collection. Supporting the development of a Procurement Request by assisting the Independent Government Cost Estimate (IGCE) for NAVSEA 02 Contracts. Supporting the government technical lead in the evaluation of proposals to include supporting the government's review of Basis of Estimate (BOEs), supporting the development of cost estimates and models based on historical actuals, and supporting in the development of the Government's Technical Assessment Report

Requirements:
WHAT YOU'LL NEED:

** Secret Clearance required** A University Degree, BS/BA in Engineering, Mathematics, Operations Research, Quantitative Analysis or related technical degree. International Cost Estimating and Analysis Association (ICEAA) certification. At least ten (10) years of experience in Cost Estimating/Engineering for US DoD Weapons Systems to include: Cost Estimating Relationships (CER) for Weapons Systems. Conduct of Special Cost Engineering Analysis Studies. Cost engineering analysis and estimating; cost assessments, Basis of Estimates (BOE), Business Case Analysis, cost performance trade-off analysis, affordability analysis, Procurement analyses, Program Life Cycle Cost Estimates (PLCCE), and cost risk analysis. Cost and Software Data Report (CSDR) plan development, policies and procedures. Proposal technical and cost evaluation for Technical Advisory Report (TAR) and TAR model development and contract negotiations. Developing cost databases and authoritative cost resources. Earned Value Management (EVM) analysis and reporting. Coordinating and conducting Integrated Baseline Reviews. Conduct of Affordability / Should Cost analyses. Developing cost estimates and supporting documentation in support of PPBE process.
