PRIMARY PURPOSE OF POSITION

The Supply Systems Functional Lead is responsible for planning and managing resources (including outsourced functional analysts) and workload for the Supply Oracle application modules to support users, ensure technology supports Supply business processes, and resolve system incidents in a timely manner to ensure delivery of business results. Key to success is establishing, maintaining, and enhancing relationships with Supply, IT, Finance and business partners across Constellation. In addition to providing first-line support for Supply Oracle application modules, this professional will drive continuous improvement by identifying and driving enhancement and innovation opportunities within Oracle and/or Supply integrations, partnering with IT, Finance and the service provider to prioritize and execute.

This position reports to the Supply Systems Manager and works closely with the IT and Finance Oracle Sustainment Organizations. Individual will partner with stakeholders across Supply, Finance, and IT as well as other organizations across Constellation as appropriate, to become a trusted advisor and ensure effective stakeholder engagement and alignment.

PRIMARY DUTIES AND ACCOUNTABILITIES:


Provide first-line support for Supply Oracle application modules
Perform triage & resolve high priority incidents in a timely manner Validate prioritization and categorization of tickets in coordination with Supply functional analysts Prioritize Supply side projects for immediate productivity gains to minimize and eliminate manual processes and workarounds Work closely with Supply functional analysts, internal teams (i.e., IT and Finance) and/or service provider to track issue resolution
En hancements upgrades and innovation
Partner with IT and Finance Sustainment Organization peers to prioritize Supply module changes and enhancements Perform Supply impact assessments for Oracle Cloud upgrades and releases Participate on cross functional project teams in support of changes and improvements to business process using existing and new technologies and/or systems. Continuously develop system and business acumen, ensuring application of technology solutions to achieve business results
Relationships and Business Partnership
Drive high quality customer support model by b uilding and maintaining close coordination with Supply functional owner, the broader Supply organization and business partners across the company Build and maintain strong relationship with IT and Finance Sustainment Organization resources, ensuring alignment with program GOSP
Provide guidance and oversight to outsourced Supply Oracle functional analysts, assisting in prioritizing and managing workload

POSITION SCOPE:
Serve as the primary point of contact for the Supply Oracle application modules from triaging and prioritizing incident to identifying and prioritizing enhancements and innovation opportunities

Familiarity with functional areas in Supply Oracle application modules, and managing and solving functional issues

Interacts routinely with colleagues across Supply, Finance, IT and Constellation the business and our external service provider.

Qualifications

Minimum Qualifications:
Bachelor's Degree in IT, Business Management, or related field with a minimum of eight (8) years of experience Supply Chain and Accounts Payable application management service delivery business process knowledge Expertise in ERP systems, preferably Oracle Cloud ERP working knowledge Solid understanding of third-party system integrations to ERP systems Ability to identify and address source of data quality issues with Suppliers Proficient in understanding and ability to use Microsoft 365 and Office tools, and ability to learn new technologies and tools. Demonstrated ability to operate and manage multiple priorities in a fast, complex, and changing environment. Excellent communications skills and ability to work effectively with all levels of Supply, IT and other business partners, and suppliers/vendors. Strong analytical, organization and project management skills, and ability to solve complex business problems. Experience leading and managing projects and teams.
Preferred:

• Experience leading and managing outsourced functional support resources.

• Experience/knowledge of Organizational Change Management principles, methodologies, and tools.

• Working knowledge of the Inventory and Purchasing modules of Passport/Asset Suite.

• Business process design and business process improvement experience

• Experience with release management and regression testing to include the creation of impact assessments. Experience managing configuration changes.
