Duties

Oversees the administration and management of the SEC's retirement program, including the preparation of employee retirement estimates, providing individual counseling on retirement options, eligibility requirements, service credit payments, military deposits, health and life insurance, calculating retirement service computation dates (SCD), etc. Ensures healthy retirement cases are timely submitted to the Office of Personnel Management (OPM) for processing. Provides counseling to agency senior officials, management, employees, retirees and family members on benefit program entitlements/options, retirement options, law interpretations, legislative changes, regulations and policies. Responds to complex retirement questions regarding spouse and child equity provisions, Federal Erroneous Retirement Coverage Corrections Act (FERCCA), Secondments, re-employed annuitants, military furlough, VERA, VSIP, TSP, etc. Responds to complex benefits and retirement questions such as a child incapable of self-support, leave without pay (LWOP), Secondments, re-employed annuitants, retirement eligibility, etc. Implements new and/or restructured Branch programs and ensures Branch participation in SEC's new employee orientation (NEO) briefings. Oversees in-person or virtual annual open season enrollment event and/or benefits fair.

This position has promotion potential to the SK-15. PROBATIONARY PERIOD: This appointment may require completion of a two-year supervisory probationary period. SECURITY CLEARANCE: Entrance on duty is contingent upon completion of a pre-employment security investigation. Favorable results on a Background Investigation may be a condition of employment or selection to another position. DRUG TESTING: This position may be subjected to drug testing requirements. PERMANENT CHANGE OF STATION (PCS): Moving/Relocation expenses are not authorized. DIRECT DEPOSIT: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing. This position is not in the collective bargaining unit. This position is eligible to request telework in accordance with the SEC 's telework policy. Qualifications

All qualification requirements must be met by the closing date of this announcement.

Time-in-grade for this announcement is one year at the GS/SK-13 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education.

MINIMUM QUALIFICATION REQUIREMENT:
SK-15: Applicant must have at least one year of specialized experience equivalent to the GS/SK-13 level: 1) administering, overseeing and carrying out the duties associated with Federal retirement requirements and federal benefits entitlements such as FEHB, FEGLI, TSP, FSA, FLTCIP, FEDVIP, FERCCA, Secondments, re-employed annuitants, military furlough, VERA and VSIP; 2) researching (where applicable), developing/overseeing employee retirement estimates, individual retirement option counseling, retirement eligibility requirements, retirement SCD's, service credit payments, military deposits, health/life insurance, TSP matters, etc.; 3) applying applicable sections of federal entitlements of governing polices in support of federal retirement programs; 4) providing advice/assistance to customers and management regarding Federal retirement, agency benefits and TSP inquires based on the CFR (as applicable) and governing policies and regulations; and 5) overseeing or working on annual Open Season enrollment and/or benefits fair in-person and/or virtually.
