The Office of Structured Disclosure (OSD) in the Division of Economic and Risk Analysis leads the design and implementation of technological processes and tools to support the many and increasing structured data needs of the Commission, including the design, creation, review, implementation, and maintenance of taxonomies, forms and processes designed to capture structured data from SEC registrants through their filings as required by the SEC.

Typical Duties: Exercises the full range of supervisory and personnel management responsibilities pertinent to work performed by subordinate staff, assuring the fulfillment of quality work products to meet changing requirements and contingencies as they develop. Serves as a POC or supervises staff on enterprise-wide applications/systems and moving them to cloud computing environment and enterprise-wide platforms. Establishes policies and procedures for datasets, data management and enterprise-wide applications/systems and serve as the main POC in collaborating with the Office of Information Technology (OIT) EDGAR Business Office (EBO), contractors and other parties and advises senior management on paths forward. Engages with or supervises OSD staff that engages with SEC users of enterprise-wide applications/systems, OIT or other SEC offices to enhance functions and users of data sets published by OSD. Represents OSD in meetings, conferences, and in public forums. Displays an up-to-date knowledge and understanding of the applications/systems, datasets or Cloud computing, utilizes technological advancements, and maintains productive work relationships with stakeholders. Communicates effectively, verbally and in writing for both technical and non-technical audiences by addressing issues related to enterprise-wide applications/systems, datasets or cloud computing.

This position has promotion potential to the SK-15. PROBATIONARY PERIOD: This appointment may require completion of a two-year supervisory probationary period. SECURITY CLEARANCE: Entrance on duty is contingent upon completion of a pre-employment security investigation. Favorable results on a Background Investigation may be a condition of employment or selection to another position. DRUG TESTING: This position may be subjected to drug testing requirements. PERMANENT CHANGE OF STATION (PCS): Moving/Relocation expenses are not authorized. DIRECT DEPOSIT: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing. This position is not in the collective bargaining unit. This position is eligible to request telework in accordance with the SEC 's telework policy.

Qualifications

Time-in-grade for this announcement is one year at the GS/SK-13 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MINIMUM QUALIFICATION REQUIREMENT:

SK-15: Applicant must have at least one year of specialized experience equivalent to the GS/SK-13 level: Experience with federal securities laws and regulations, reporting compliance and related review analysis processes; Experience with structured data and process implications; managing datasets and analytical applications, including moving applications to entity-wide platforms and Cloud computing environment; Experience developing recommendations to senior management on the topics mentioned in (1) and (2); Planning, directing, or conducting projects, such as those involving analytical applications, Cloud computing and central depository for filings such as EDGAR and Working with and/or leading teams of staff with varying backgrounds and experience, such as financial reporting, data analytics, datasets, accounting, and/or examination.
