Duties
In this role, you will serve as a senior adviser on a broad range of organizational policy and operational issues and projects related to data science and data management that are critical to the accomplishment of the SEC's regulatory responsibilities.

Your work assignments may include any of the following duties: Develops and maintains the Division's data strategy and management in coordination with the Office of the Chief Data Officer, and in alignment with the SEC's overall Data Strategy. This includes standardization of data format, access, usage and sharing; publication of the Division's data assets; and adhering to SEC policies and industry best practices. Develops and prepares guidance on data management issues involving complex or sensitive data in precedent-setting situations under tight timeframes. Serves as the Division's senior adviser and subject matter expert on data science matters and data initiatives, governance, architecture, and services, providing advice and guidance to senior leadership and staff. Identifies and reviews data management issues, participates in projects, and develops policies and procedures to implement new data management program requirements in the areas of data stewardship, data architecture, metadata, and data technical standards. Coordinates with agency stakeholders to develop and maintain a comprehensive data inventory accounting for all data assets created, collected, controlled, or maintained by the Division. Serves as a Division knowledge management (KM) liaison, coordinating with agency stakeholders on the Division's information creation, storage, and sharing; ensures information discoverability, facilitates knowledge transfer, and develops succession planning strategies; oversees KM infrastructure, including best practices, governance, and tools throughout the Division. Serves as Division's records management liaison, coordinating with the SEC's Office of Records Management Services and agency stakeholders on the Division's records and data policies and procedures, while also leading projects to improve records management functions and develop tools for effective records lifecycle management. This position has promotion potential to the SK-16. PROBATIONARY PERIOD: This appointment may require completion of a one-year probationary period. SECURITY CLEARANCE: Entrance on duty is contingent upon completion of a pre-employment security investigation. Favorable results on a Background Investigation may be a condition of employment or selection to another position. DRUG TESTING: This position may be subjected to drug testing requirements. PERMANENT CHANGE OF STATION (PCS): Moving/Relocation expenses are not authorized. DIRECT DEPOSIT: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing. This position is in the collective bargaining unit. This position is eligible to request telework in accordance with the SEC 's telework policy.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education.

BASIC REQUIREMENT:
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph above, plus additional education or appropriate experience.
MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.

SK-16: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level: Applying a wide range of data science and data management concepts, policies, and practices and implementing and managing solutions in the area of responsibility; AND Communicating on technically complex topics to a wide range of audiences in a variety of forums; AND Integrating emerging technologies and techniques in data science and analysis such as analytics, machine learning, and cloud computing, into organizational decision support systems and processes; AND Leading projects that support the full lifecycle of knowledge or data management activities which include how information is created, stored, shared and governed within an organization.
