This entry-level position is located in the Office of the Chief Human Capital Officer (OCHCO), Human Resources Operations and Policy (HROP), NRC Headquarters, Rockville, MD.

Duties:

As a Human Resources Specialist, you will provide advice, guidance, and assistance in assigned offices to staff, supervisors, and managers in the area’s employment, staffing, merit selection, position management and classification, pay setting, awards, performance management, and employee benefits.

Such duties include but are not limited to at GG-0201-07

• Responsible for ensuring the accuracy and timely processing of all personnel and position actions.
• Assists in receiving and performing audits, and/or quality assurance on completed personnel and position actions.
• Under the guidance of the Team Leader and senior HR Specialists, sets pay for non-routine personnel actions such as temporary promotion, pay and grade retention, and transfers between pay schedules.
• Ensures that human resources databases are kept accurate (e.g., Monster Government Solutions, Federal Payroll and Personnel System (FPPS), Workforce Transformation and Tracking System (WTTS)) and that the information is updated and maintained as required. Provides input for critical agency reports (e.g., EOD/Loss report, etc.).
• Provides basic advice and assistance regarding the design, development, and implementation of programs to provide knowledge and skills appropriate for NRC employees.

Such duties include but are not limited to at GG-0201-09

• Reviews basic personnel requests to determine the basic nature of the requests and the basic sources of candidates.
• Composes with assistance from higher level specialists’ vacancy announcements, solicitations of interest, and recruiting.
• Reviews applications for employment or applies basic qualification standards to determine basic applicant eligibility for specific vacancies subject to review by Team Leader and senior HR Specialists.
• Sets pay in accordance with regular and special salary schedules, under the guidance of the Supervisor or senior specialist.
• Holds discussions with employees to assist them in their understanding of, and appreciation for basic human resources policies.

Qualifications:

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

THE IDEAL CANDIDATE will be able to demonstrate the following:

FOR GG-07:
Basic knowledge in the application of a variety of Federal and agency human resources regulations, policies, practices, and procedures in the areas of staffing and placement. Examples may include experience in recruitment, workforce restructuring and reshaping, pay setting, and/or HR systems. OR Basic knowledge in the application of a variety of Federal and agency human resources regulations, policies, practices, and procedures in the areas of position management and classification. Examples may include experience in workforce restructuring and reshaping, workforce analysis and data analytics, strategic workforce planning, and/or position classification evaluation.
FOR GG-09:
Basic knowledge in the application of a wide variety of Federal and agency human resources regulations, policies, practices, and procedures in the areas of staffing and placement. Examples may include experience in recruitment, workforce restructuring and reshaping, pay setting and adjusting, and/or HR systems. OR Knowledge in the application of a wide variety of Federal and agency human resources regulations, policies, practices, and procedures in the areas of position management and classification. Examples may include experience in workforce restructuring and reshaping, workforce analysis and data analytics, strategic workforce planning, and/or position classification evaluation.

SPECIALIZED EXPERIENCE:
FOR GG-07: One year of specialized experience at the GG-05 grade level or equivalent. or bachelor’s or superior academic achievement or SPECIALIZED EXPERIENCE: is defined as experience 1) utilizing an automated recruitment tool such as Monster Government Solutions to draft basic vacancy announcements; 2) utilizing an automated system such as Federal Personnel and Payroll System (FPPS) and Workforce Transformation and Tracking System (WTTS) to process civilian personnel actions; and 3) advising on basic personnel regulations and personnel actions to provide customer service/respond to employee questions.
FOR GG-09: One year of specialized experience at the GG-07 grade level or equivalent. or Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or SPECIALIZED EXPERIENCE: is defined as experience 1) utilizing an automated recruitment tool such as Monster Government Solutions to develop a variety of vacancy announcements; 2) utilizing an automated system such as Federal Personnel and Payroll System (FPPS) and Workforce Transformation and Tracking System (WTTS) to process civilian personnel actions; and 3) advising on complex personnel regulations and personnel actions to provide customer service/respond to employee questions.

ALL GRADES (Commensurate with grade level)
1. Knowledge of basic principles and practices of human resources.
2. Ability to communicate effectively with others, both orally and in writing.
3. Ability to gather facts and use effective analytical and evaluation methods to accurately assess information and formulate solutions to problems.
4. Knowledge of utilizing human resources information systems and software applications (e.g., automated hiring systems and assessment tools, Electronic Official Personnel Folder (eOPF), automated on-boarding systems (WTTS/EODS), personnel action processing systems (DOI, FPPS, NFC), electronic SF-52 systems, personnel reporting systems (staffing plans, FTE reports, recruitment tracking systems), etc.).
