Position Overview:

The Earthquake Recovery Integrated Product Team (IPT) provides essential administrative and technical mission recovery support following earthquakes in 2019 through 18 MILCON projects and over 200 repair projects. This mission serves as a valuable resource to the Naval Air Warfare Center Weapons Division (NAWCWD), the Naval Air Systems Command (NAVAIR), and other Navy and Department of Defense (DoD) divisions and commands. Tasking will be performed at the NAWCWD, China Lake, CA.

Primary/Major Duties and Responsibilities:
The Contractor shall review and edit project documents for clarity. The Contractor shall communicate with earthquake recovery stakeholders and incorporate comments into documents of record. The Contractor shall evaluate designs to ensure comments are fully incorporated. The Contractor shall track tasking against the Integrated Master Schedule, collect data pertaining to the assigned project, and take meeting notes. The Contractor shall review documents that pertain to requirements, ensuring all comments are incorporated from various other reviewers. This might mean taking notes during meetings and translating verbal comments into a written document and following up with reviewers to make sure the transcription is accurate. These requirements will also be transcribed into the Integrated Master Schedule. The Contractor shall work directly with the Government Requirements Project Leads to document specifications and any changes determined by Government Earthquake Recovery customers. The Contractor shall conduct analysis on equipment and other built-in components to include making recommendations based on Contractor market research and understanding of cost, performance, and schedule relationships. Customers will contact the contractors to initiate any change in orders or updates to their requirements. These might include changes within existing MILCON scopes that would need to be communicated to government personnel needing adjudication. The Contractor shall be responsible for conducting market research on net items if asked by government personnel. The Contractor shall collaborate as a participating member on inter-group meetings and discussions, to include providing recommendations, researching alternatives, and assisting with conflict resolution, as needed. The Contractor shall keep an inventory control management system in conjunction with the Government procurement team to ensure all items are procured and stored until ready for installation. The Contractor will be expected to participate and take notes in meetings, which consist of several organizations. The contractor will be required to create and keep current an inventory management system, in Excel or another digital method, indicating equipment requirements, procurement vehicle, date procured, date shipped, date arrived, storage location, and POC. The Contractor shall become familiar with the Integrated Master Schedule and follow-up on tasks that are behind schedule and reaching out to those employees who may be responsible for that task. The Contractor shall provide analysis and updates to the Government Requirements Project Leads on a regular basis regarding the status of the overall projects, to include cost, performance, and schedule parameters. The contractor shall translate the updates gathered during regular meetings to the Integrated Master Schedule, making updates as appropriate. The Contractor shall read and understand drawings pertaining to their currently assigned projects. The Contractor shall consolidate and file, using digital means, images and pictures provided by other team members. The contractor will read drawings provided by government personnel and be able to interpret and correctly file these drawings within our internal database which we will give them access to. The Contractor shall have access and use of Government-Owned Government Operated vehicles under this task order. No travel on this task order. A Junior level person is responsible for assisting more senior positions and/or performing functional duties under the oversight of more senior positions.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Required Qualifications and Experience:
Ability to get and maintain a SECRET clearance The Contractor must have sufficient experience in Microsoft Office Products such as Excel, Word, and/or Adobe at a minimum of an intermediate level. The Contractor shall also be fluent in creating pivot tables, formulas, data manipulation, importing/exporting of data, drop down lists, look up functions, charts, and data validation. BA/BS degree from accredited institution 6 Years' additional work experience may be substituted for a bachelor's degree. Associate degree plus 4 years' additional work experience may be substituted for a bachelor's degree. Data entry experience Process data and enter the information effectively Great interpersonal skills Construction experience is a plus Excellent written and oral communication skills Knowledge of the NAWCWD organizational structure is a plus Ability to think logically and work effectively within group settings or independently with minimal supervision.
