Senior FMS Acquisition Analyst
VISTA Technology Services, Inc. (VISTA) is seeking a Senior FMS Acquisition Analyst to work in Arlington, VA . The ideal candidate will have significant experience significant experience in developing Life Cycle Acquisition Plans (LCAPs), Acquisition Strategies (ASs), plus generating Justification and Approval (J&A) letters, and general program management support.
Responsibilities:
Support government client with FMS acquisition planning and implementation including developing and writing program Life Cycle Acquisition Plan (LCAP). Attend meetings and program reviews, assist with compiling presentations, written materials, and/or electronic communications as required. Develop presentations, meeting minutes, letter and memoranda and tracking action items. Experience moving, tracking, and reporting funds retrieved through the Management Information System for International Logistics (MISIL) financial database as the standard method of payment for FMS Experience and working knowledge of Foreign Military Sales DSAMS and SCIP management systems Familiarity with NAVSEA Task Planning Sheets & NEPS and ability to learn on the job Experience with MS Office 365 (Word, Excel, PowerPoint, MS Teams, etc.) Assist in the development and review of Procurement Request (PR) packages, Acquisition Plans (APs), Acquisition Strategies (AS), Statements of Work (SOWs), Performance Work Statements (PWSs), Source Selection Plans (SSPs), Justification and Approvals (J&As), and ensuring the adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements. Review technical documentation and prepare customer briefings. Support contract execution, track and monitor contract modifications, develop contract status reporting, and maintain responsibility of historical contract documentation. Basic Qualifications:
Knowledge of Naval Guns or prior OEM experience Bachelors and 15+ years of experience supporting US Navy ship or shipboard systems acquisition programs or Associates and 20+ years of relevant experience Experience in writing and reviewing acquisition plans and contract documentation, including PRs, J&As, SOWs, CDRLs, APs and ASs Experience with the complete Microsoft Office Suite (Word, Excel, PowerPoint, and MS Teams) Active Secret clearance required
