Responsibilities:
Monitor, review, and assess changes in DOD, DON, and key stakeholder strategic plans to ensure alignment with NAVSEA plans and objectives. Assess plans and policies to ensure consistency with strategic objectives. Coordinate with leadership in recommending and establishing strategic goals and objectives. Draft policy and leadership correspondence associated with strategic direction and guidance. Establish and maintain tools to report performance against strategic plan objectives. Develop quarterly reports on trends in performance and assess performance against business standards such as Malcolm Baldridge Assessment criteria, etc. Conduct detailed technical analysis of shipbuilding industrial base issues and provide recommendations on effective performance measures associated with shipbuilding, conversion, and repair activities. Implement a proven, quantitative approach to analyzing culture and recommend initiatives to establish a more effective and efficient culture. Administer and analyze Organizational Culture Inventory (OCI) and Organizational Effectiveness Inventory (OEI) assessments. Coordinate and/or execute training in CPI, Lean/Six Sigma, Total Ownership Cost (TOC), and other process improvement techniques. When necessary, recommend policies and guidance necessary to institutionalize the principles of CPI and TOC. Basic Qualifications:
Bachelor's degree and 10 years' experience in DoD acquisition processes, in DoD/Navy program management, or relevant Industry business management required 5 years' supervisory experience Strong oral and written communication skills 5 years' experience with strategic planning, performance assessments and analysis, culture and climate assessments and analysis, and business transformation efforts Active DoD secret clearance required VISTA offers a strong compensation package and a competitive leave package.
