Job Description:

Duties

• Provides advice and guidance on matters involving the full range of personnel management policy and procedure, management analyses issues, and related functions such as voucher audit, time and attendance, leave, payroll, facilities, etc.
• Serves as administrative contact for CISR, to include handling all personnel management matters including staffing, classification, employee relations and labor relations, training, facilities and special services.
• Serves as the liaison between CISR and the Division of Administration (DOA) regarding personnel management and position management policy, procedures and other matters affecting administrative programs.
• Researches and develops Division policy and procedures on a wide variety of administrative issues, including recruitment, staffing, position management, travel, facilities, etc.
• Directs and/or attends formal meetings related to union contracts, administrative procedures, facilities, etc., on behalf of the Division.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service. Specialized experience is defined as experience 1) providing advice, assistance and guidance to managers and employees on administrative policies and procedures, AND 2) performing the following HR-related functions: drafting position descriptions and job analysis development.
