Duties

• Provides overall leadership and oversight for the development, coordination, application, and evaluation of all policies and activities within the FDIC relating to the ISSM Program. The incumbent exercises wide latitude in working with and leading OCISO Information Systems Security Managers (ISSMs) to ensure the ISSM Program integrates security and privacy into the FDIC systems, applications, and outsourced solutions.
• Collaborates with system stakeholders and other cyber security personnel on system security risk management processes to address security & privacy compliance, and risk mitigation.
• Leads the team in identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level, and/or occupational specialization making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks and ensuring that each employee has an integral role in developing the final team product.
• Estimates and reports on progress in meeting established milestones and deadlines for completion of assignments, projects, and tasks, and ensures that all team members are aware of and participate in planning for the achievement of program goals and objectives. Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation, and communication of work-related information to the supervisor.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify you must have at least one-year of specialized experience equivalent to the CG-14 level in the Federal service. Specialized experience is defined as experience working with IT functions to evaluate, test and implement technical, application and IT security/privacy process solutions.

You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:
• Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
• Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
