Project Overview:

The USAID Strategic Programs contract supports various USAID Office of the Chief Information Officer (OCIO) divisions. The scope of the program includes support services for the following OCIO organizational functions:

1- Enterprise Architecture and Engineering Management;

2- Policy, Process, and Quality Management;

3- FITARA Support;

4- Audit and Reporting;

5- Project Management Office (PMO);

6- Major Investments Management.

Summary:

Looking for a Senior-level Technical PM with strong management skills and who is comfortable discussing technical subjects at a high level.

Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.

Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

Manages one or more programs of size and complexity, may manage an operating/field office, and supervises professional and technical personnel performing in their customary disciplines.

Maintains aggressive efforts to achieve objectives.

Prepares manpower staffing plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff.

Monitors contract, subcontract, and funding; prepares forecasts of program financial performance.

Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers.

Must Have

BS / BA in Business or a related discipline with 8 -12 years (or commensurate experience)

10+ years of experience serving as a Project Manager in the Federal Government IT space

with extensive experience leading teams in large global enterprise programs.

Proven ability to effectively communicate with Government customer stakeholders on technical IT, cybersecurity and/or ICAM topics.

Expert in developing and managing project budgets, spend plans, schedules, risk registers and status reporting.

Strong teaming, collaboration, and communication skills accompanied with ability to build consensus amongst a diverse set of stakeholders.

Experience managing a team with a diverse array of talents and responsibilities and creating a culture of goal setting, flexibility, and continuous improvement.

Implementing and managing changes and interventions to ensure program/project goals are achieved.

Producing accurate and timely reporting of program status throughout its life cycle.

Proficient in analyzing program risks and developing risk response strategies.

Deep understanding of DevSecOps platforms and how they are configured and managed to support rapid release of capabilities.

Hands-on experience with SDLC and Agile processes. Proficient in artifacts, Sprint planning, and review.

Experience defining needs, epics, user stories, and features using Agile methodologies.

Proficient ability to run and manage large meetings with senior presence in a successfully and effective manner.

Ability to collaborate with senior agency personnel, stakeholders and leads to establish effective communication and assure project progression

Nice to Have

MS/MA in Business / Management with 12+ years of related experience

Participation within a formal PMO environment

Exposure to Azure DevOps

Exposure to ServiceNow

Exposure to SAFE

PgMP and/or PMP certifications are preferred.

Experience working with G-Suite Google Docs, Sheets, Slides, Mail and Drive, and MS office products including PowerPoint and Excel
