Job Description:
The ideal candidate serves as a Network/Systems Engineer 2 providing SATCOM and Spectrum technical assistance to the Joint Activity Spectrum Management Office and will be responsible for performing spectrum management support for the procurement, assignment, and protection of radio frequencies for legacy and emerging spectrum-dependent systems.
Essential duties and responsibilities include:
Serves as a Network/Systems Engineer 2 (Spectrum/SATCOM) within Joint Activity J6 Communications Spectrum Branch. Assures the internal and external spectrum and satellite management functions associated with assigned programs are executed in accordance with established policy, milestones, and funding ceilings.
Generate, submit, and track frequency assignment requests through Spectrum XXI and other spectrum management databases. Review spectrum certifications to ensure adequacy and accuracy to support operational needs.
Coordinate frequency assignment requests with installation spectrum managers, DoD operating forces, geographic component commanders, federal, non-federal, and other spectrum-dependent users of the US and foreign countries.
Generate, submit, validate, and track Satellite Access Requests (SAR) through Joint Integrated Satellite Communications Tool (JIST) and other Joint SATCOM Planning Branch (JSPB) management databases.
Ensures users adhere to the operational use and authorized access of electromagnetic spectrum and mitigate potentially harmful interference with non-governmental licensed users, such as cell phones, wireless internet, satellite TV, banking systems, and key fobs.
Assesses the impact of electromagnetic spectrum policies on other organizational programs and determines resource needs for training requirements to accomplish priority efforts. Keeps Spectrum Management Branch Chief informed as to the status of priority and high visibility actions.
Responsible for providing in-depth technical and program support for Military Satellite Communications (MILSATCOM) in the following bands of operations: Ultra High Frequency (UHF), Extremely High Frequency (EHF), Super High Frequency (SHF), and Global Broadcast Service (GBS) to include Commercial Satellite Communications (SATCOM) supporting home station training, validation, testing, certification for Forces Command assigned units.
Maintains technical knowledge of the National Telecommunications and Information Administration (NTIA) Manual of Procedures for Federal Radio Frequency Management.
Utilizes Stepstone online resource for data capture of information for spectrum dependent equipment supporting the spectrum certification and spectrum supportability processes. Utilizes this mechanism to complete "Application for Equipment Frequency Allocation" (DD-1494).
Generate, submit, and track Gateway Access Requests (GAR) for Defense Information System Network (DISN) services through DoD gateway/STEP facilities.
Prepares or ensures that appropriate system documentation exists, including operational instructions.
Attend meetings relating to operational requirements, frequency allocation/assignment plans, and policies affecting the communications-electronics elements of the military services.
Receive reports, analyze, and attempt to resolve incidents of unacceptable. Act as the focal point for requesting interference resolution support. Provide guidance for resolving EMI. Report all EMI incidents using the Joint Spectrum Interference Response Online database.
Manage, maintain, update, and distribute the Joint Communication-Electronics Operating Instructions (JCEOI).
Update and distribute Joint Restricted Frequency List (JFRL).
Provides monthly reports.
Qualifications
Required Skills and Experience
High School with 3 - 6 years (or commensurate experience)
TOP Secret clearance with SCI required
Training from one or more of the following schools:
Inter-service Radio Frequency Management School.
US Army Battlefield Spectrum Management (BSM).
US Army Joint Spectrum Manager (JSM) Course or equivalent Spectrum Manager Course.
Meets requirement to obtain Spectrum XXI account
Possess a valid and current US Passport and Driver's License.
Preferred Skills and Experience
Prior military experience and/or experience supporting Military Forces OCONUS.
Highly proficient with PR-100/200 and able to perform EMI resolution to identify and locate signals of interest
Highly proficient with Spectrum XXI.
Highly proficient with SPEED, ACES/JACS, Builder, GIANT, JSIR-O
