Buckeye Partners is currently seeking a Senior Manager, Environmental and Compliance Programs with experience in field operations and/or engineering in the Oil & Gas Industry to join our growing team!
Role Summary:
The Senior Manager, Environmental and Compliance Programs role is responsible for providing effective implementation of environmental, process safety, and security programs as part of Buckeye's Safety and Operations Management System (SOMS) and sustainability commitments. Ensures compliance with applicable federal, state, and local requirements and Buckeye policies and procedures. Visibly leads program implementation across the region and promotes continuous improvement.
Essential Duties & Responsibilities include:Personnel Management. Provides direct management and development of Regional Environmental Specialists. Ensure Region Environmental Specialists safety and training requirements, emergency response activities and environmental compliance audits are conducted in accordance with company requirements. Actively participates as member of Regional Leadership Team that manages the safe and compliant operations and maintenance of pipeline and terminal assets within the region.Environmental Program Management System. Oversees effective implementation and compliance with Corporate Environmental Management Systems that include processes and procedures for air and water compliance, waste disposal and alignment with Environmental, Social, & Governance (ESG) initiatives.Program/Process Continuous Improvements. Visibly leads process and program performance improvements through the use of leading/lagging Key Performance Indicators (KPI), trend analysis of incident/audit data, and implementation of proactive action plans to close gaps and heighten awareness. In addition, assists Corporate Program Owners in recommending improvements and developing company-wide Environmental, Process Safety Management (PSM), and Security programs.Corporate Environmental Alignment. Provides functional guidance, training, and support on Corporate environmental programs (i.e. water compliance, waste management, SPCC, etc) and general environmental stewardship efforts.SOMS and OE Programs. Responsible to work closely with regional and corporate management for integration and execution of all relevant Safety and Operations Management System (SOMS) Standards pertaining to the safe, compliant, and efficient operations of the company. In addition, work closely with Corporate Operations Excellence Team to support implementation of OE Programs and continuous improvement initiatives being developed across our operating regions, including compliance program improvements and release prevention efforts.Program Auditing. Encourages field-based specialists to assist asset teams in agency inspections, 3rd party customer audits, and corporate lead audits. In addition, ensures environmental specialists perform and document routine environmental program inspections of pipeline and terminal facilities.Budget Management. Supports development of annual budgets and manages expenses and implements cost controls as necessary.Project Support. Encourages active participation of Environmental Specialists in providing environmental expertise in the development, assessment, execution, and commissioning of MCAP/MEXP/RCAP projects across the region. Ensures Environmental Specialists adhere to project auditing requirements and are visible during project execution. Emergency Response and Investigations. Responds to incidents and emergencies, and supports investigations as part of leadership assistance to Operations. Provides support to asset teams for response drills/deployments for the region.Other duties as assigned.Position Requirements:Bachelor's Degree in environmental or atmospheric sciences, engineering, or related fields required.Expert knowledge of EPA, USGC regulationsWorking knowledge of PHMSA and OSHA regulationsExperience with RMP and PSM preferredFamiliarity with U.S. Coast Guard, Department of Homeland Security (DHS), and the Transportation Security Administration (TSA) security regulations and guidelines.10+ years experience in Environmental Science, Environmental Engineering, Midstream operations or similar requiredMust have previous management or supervisory experienceSignificant technical troubleshooting experience requiredUp to 50% travelThis position requires the ability to safely and successfully perform essential job functions consistent with ADA, FMLA and other federal, state and local standards, including meeting qualitative and or/quantitative productivity standards.This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.This position requires compliance with all personnel policies.Certificates & Licenses:Valid driver's license in the state of employmentIncident investigation training preferredEnvironmental relevant certifications and training preferredOther Skills, Attributes and Abilities:Individuals must have the knowledge and ability to analyze and solve personnel, team and operations and maintenance problems to be successful in this position.The position requires excellent written and verbal communication skills. There is a significant amount of interpersonal activity and diplomatic skills are a necessity.
