Title:
Sr. SATCOM System Architect - TS/SCI

KBR is seeking a Senior SATCOM Systems Architect to support the Narrowband Satellite Communications (NBSC) program at Space Systems Command (SSC). This professional shall provide waveform software support for the current WF as well as NBSC enhancements to the Mobile User Objective System (MUOS).

Role and Responsibilities:Works high-visibility, mission critical aspects of programs and performs all functional duties independently- oversees and responsible for efforts of subordinatesPerforming DoD systems management, reduction, and analysis of C4ISR architecture data, development of systems of systems enterprise architecture, and architecture design tradeoffs, including application and interpretation of DODAF architecture principlesDesigning, delivering, and supporting global satellite and terrestrial telecommunications systems with leadership responsibilities for design trades, cost analysis, and system-level architecturesProvide the following related to the WF: problem change request (PCR) and potential resolution tracking; participation in User Entry (UE) software Configuration Control Boards (CCBs); development of software metrics; cyber security planning and mitigation; and support in developing and accessing emerging requirementsReview proposals related to the WF development environment at the ground system mission contractor and provide Information Repository (IR) in-processing supportAddress emerging/future requirements WF requirements for potential international partners, including security posture, cyber security, and exportabilityManage and maintain conformance plans and processes; support conformance test case development and integration, testing and reporting; and associated software supportMaintain the Common Air Interface (CAI) Interface Control Document (ICD)Provide WF Integration and Test (I&T) lab support including lab governance, Lab Access Requests, and MUOS Lab Scheduling Resource Board (MLSRB) supportProvide MUOS/NBSC terminal developer support including participation in industry TIMs, trouble ticket and PCR coordination, Net-Centric Enterprise Solutions for Interoperability (NESI) developer support site management, and terminal certificationProvide recommendations to address WF/terminal integration issuesReview current methods employed to monitor system utilization and optimization and provide recommendations for enhancementsProvide technical trade studies of future generation standards for incorporation into existing infrastructure, including advantages, disadvantages, risks, cost, and scheduleCommunicate clearly, concisely, and with technical accuracy-oral and writtenRequired skills:Minimum ten (10) years DoD/IC, or relevant industry work experience on SATCOMExperience with lab policies and proceduresExperience implementing software and scripting languages into complex service oriented and virtualized baselinesProficient in enterprise Standards and ProtocolsProficient in big data engineering and analyticsComprehension of complex track and platform data modeling and aggregation algorithmsKnowledge of Military Standard (MIL-STD) 188/187; interoperability standard for Mobile User Objective System (MUOS) terminalsExpertise in system test including the ability of systems designs to support testability requirementsExperience with Statements of Work (SOW) and Performance Work Statements (PWS)Desired skills:Relevant DoD and/or Industry work experience in SATCOM/MUOSAdvisory and Assistance Service (A&AS) to Government program officeTechnical expertise on 3rd Gen and beyond WCDMA telecommunications systems as adapted for space-based use and with military grade encryptionExperience with global military UHF SATCOM, global Navy shore networks, and commercial or military WCDMA communication systemsExperience with ACAT I/II level acquisition programsExperience in Space Systems Command (SSC) acquisitionFluency with Naval Information Warfare Systems Command (NAVWAR) organizationsMinimum Requirements: Bachelor of Arts/Bachelor of Science (BA/BS) degree from an accredited college or universityClearance:Candidate must have active TOP SECRET clearance with SCI eligibility as a condition of employmentLocation/Travel Requirements:Full-time, on site in vicinity of San Diego, CA, and will require travel up to 25% of time within the continental United StatesIn compliance with the U.S. federal government's vaccine mandate, only candidates who are fully vaccinated for COVID-19 or have a reasonable accommodation or approved medical exception will be considered for this position.
