Systems Engineer, Ship Self-Defense

Job Summary

Strategic Insight, Ltd. is seeking a Systems Engi neer for Naval Surface Warfare Center, Dahlgren Division (NSWCDD) for technical and engineering support to the client. Job location is Dahlgren, King George, VA.

Originally established in 1918 as a naval proving ground for testing gun weapon systems, NSWC Dahlgren Division has evolved to focus on advances in technology in Warfare Systems Development and Integration. The NSWC Dahlgren Division is a leading research, development, testing, and engineering (RDT&E) organization within the Department of the Navy.

Responsibilities include but are not limited to:
Develop and maintain Risk Management Framework (RMF) expertise within the Ship Self-Defense System (SSDS) Cyber Engineering Test Group, a virtual test bed for training scans, STIG checks for RMF and evaluation of cybersecurity tools in a representative environment to include documentation of TTPS and SOPS for ship force use. Design and develop virtual machine architecture to replicate a subset of the SSDS network (sufficient to represent the network security posture). VMS would include OE and related packages (RHEL, Java, Mozilla, etc.) but may not include tactical software other than specific cybersecurity tools used within the SSDS Cs (e.g., Splunk, ACAS, SCAP, Tenable CASA, CSTK, etc.). Assemble/build/maintain the government designed rack equipment. Build multi-server system for TI-12/h, TI-16+/ACB 20 capabilities. Provide systems engineering, hardware / software, integration documentation packages appropriate to the scope of this project. Develop a process to distribute anti-virus signatures to the fleet and an anti-virus workstation [designed by gov't] to test the AV signatures. Develop, maintain and produce technical documentation and system/subsystem specifications. Direct interface and liaison with customers at all levels from quotation to final design and test activities, design reviews and technical working group meetings to comply with requirements and specifications. Ship Self-Defense System (SSDS) experience Working knowledge of virtualization (e.g., VMware) Working knowledge of networking (OSI network layers, TCP/IP, Switching/Routing product lines) Working knowledge of anti-virus programs and virus signatures
Success for working in this position requires:
In addition, six (6) years of engineering experience with a DoD major weapon, combat, and/or fire control systems program. Experience in concept definition, DoDAF compliant architecture development, requirements definition, and initial and detailed system design activities. Systems engineering experience focused on requirements development and management of software systems. This includes experience related to the identification, analysis, and documentation of complex systems involving DOD weapon, combat, and/or fire control systems. Two (2) years of concurrent experience with Navy surface or submarine shipboard weapons, combat, and/or fire control systems to include current Navy programs such as SLBM and Aegis. One year Engineer/Analyst experienced with engineering tools such as DOORS, Change Synergy, and System Architect. Ability to effectively communicate and work with others at all levels. Ability to obtain and maintain a Secret security clearance. Ability to work with sensitive and confidential information. Self-starter, goal-oriented individual who provides timely feedback on progress made on assignments. Excellent organizational skills; ability to prioritize and coordinate multiple tasks, handle complex assignments, and work in a fast-paced environment. Excellent oral and written communication skills.
Education and Experience:
A Bachelor's of Science (BS) degree in an engineering, scientific, or technical discipline, Or four (4) years of a demonstrated knowledge base and subject matter expertise relevant to specific technical disciplines of the SOW, including the qualifications below; Or US Naval operational experience at the E7 level or higher.

Mandatory Requirement: Applicants selected for this position will be subject to a Government Security Investigation and must meet eligibility for a government security clearance at the Secret level to start and eligible for Top Secret.
