Job Description:

Norfolk Naval Shipyard (NNSY) in Portsmouth, Virginia, has immediate openings for experienced Compliance Investigators for the Administrative Investigations Division. The primary purpose of this position is to plan, conduct, and manage administrative investigations into allegations of inappropriate conduct involving employees of NNSY.

DUTIES/RESPONSIBILITIES

Receives incoming complaints or allegations regarding a wide range of possible conduct violations. Allegations may include sexual harassment, hostile workplace, organizational mismanagement, equal employment opportunity, or other inappropriate behavior or action. Conducts a preliminary analysis to clearly define the specific allegations, and to identify a tentative course of action.
Researches laws, regulations, instructions, and local policies in order to determine applicability to the type of allegation, e.g., sexual harassment laws have different parameters than claims of fraud, waste, and abuse. Plans an in-depth investigation with the intent to ascertain objective facts pertinent to the cause and outcome of the incident.
Analyzes witness statements, regulations, policies, and any other evidentiary sources. Collects evidence and determines whether the preponderance of the evidence substantiates the allegation. Recommends appropriate corrective action if needed. In some cases, there are broader systemic issues within an organization contributing to a potentially detrimental work environment. Objectively identifies underlying issues and proposes practical remedies.
Identifies individuals who may be able to contribute relevant information toward investigations. Determines an effective order in which to interview parties involved, develops interview questions or strategies, and conducts interviews by applying varying techniques to obtain credible information. Resolves discrepancies or inconsistencies in witness testimony.
Prepares comprehensive reports of completed investigations to include a statement of the issue investigated, scope of the investigation, analyses of evidence, findings, and conclusions.
Manages the work of collateral duty investigators by assigning cases, developing and conducting structured training, ensuring compliance with mandated timeframes, reviewing work products, and providing technical guidance during the course of the investigation.
Performs other duties as assigned.
SCOPE AND EFFECT

The work involves planning, organizing, and performing investigative work to isolate, identify, and recommend solutions to a variety of unusual and critical problems impacting NNSY.

The evaluations, analyses, and investigations completed by the employee result in the detection and resolution of challenges that may impact a substantial number of employees, business practices and the delivery of services by NNSY, as well as the internal security of the organization.

Requirements
REQUIRED SKILLS/ABILITIES

Knowledge of, and skill in applying a wide range of complex, laws, regulations, policies and procedures sufficient to plan, conduct, and manage investigations or inquiries involving matters of personal conduct and situations associated with alleged sexual harassment, hostile workplace, organizational mismanagement, and equal employment opportunity.
Ability to select and apply investigative techniques, including skill in recognizing and resolving discrepancies or inconsistencies.
Ability to conduct sophisticated surveillance.
Skill in obtaining and reconstructing missing or withheld documents and information.
Ability to develop supportable cases for presentation.
Ability to analyze a myriad of diverse evidentiary materials and sources, regulations, procedures, and operations to make recommendations or propose solutions to and address allegations of inappropriate conduct. Ability to exercise ingenuity and innovation in devising solutions to systemic organizational problems or issues.
Ability to communicate effectively in writing.
tAbility to communicate orally to effectively explain, justify, and defend proposals and recommendations, conduct training and to present briefings to management officials.
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

The work is performed in a typical office setting. However, visits to industrial work areas require use of protective glasses, headgear, hearing devices, and protective clothing. Certain potentially harmful physical and chemical agents may be present in some work areas. These agents may include but not limited to fumes, dust, noise, heat, ionizing and non-ionizing radiation, chemicals, etc.
Assignments may include a considerable amount of walking, stooping, kneeling and bending. The employee must be able to lift and carry items such as supplies or manuals that may weigh between 5 and 25 pounds. Manual dexterity is required for operation of computer and other office equipment.
QUALIFICATIONS

tMust be a US citizen.
High school diploma or GED required.
Must be able to obtain and maintain a SECRET security clearance based on a Single Scope Background Investigation which includes credit, criminal, and motor vehicle reports.
Must be able to work assigned projects.
