Title:
C-5M Program Manager, Sustaining Engineering

Provides program management support to the C-5 Sustaining Engineering team, assisting a multi-function team by directly managing contractual efforts related to execution of C-5 sustaining engineering integrity programs and related projects. Responsible for development and documentation of process enhancements to management of sustaining engineering activities and demonstrating effective implementation of those enhancements into C-5 management processes.

Supports the customer program manager in executing his/her mission as single point of integrative responsibility, ensuring that task and process execution is managed effectively to ensure successful project outcomes. As appropriate, provides support in program management reviews and other contract performance reviews. May create and deliver briefings or reports to higher level Government acquisition or warfighter organizations.

Supports Government engineering in management of projects and tasks, coordinating requirements across multiple internal and external Government organizations, as well as various vendors/suppliers. Performs contract administration assistance functions related to deliverable management, data delivery reviews and budget execution approvals.

Provides support in acquisition strategy development for tasks and follow-on sustaining engineering contracts, including recommending strategy elements, developing performance work statements, developing data delivery requirements, and analyzing interactions with other Government contracts. Assists in analysis of engineering or contract change proposals.

Compiles, coordinates and maintains project prioritization for sustaining engineering projects. Compiles and reviews contract, program and project budgets against actual performance, previous budget figures, and other data sources to control budgets and provide for proper C-5 program and contract financial decisions, making funding allocation recommendations as required.

Participates in the preparation of budgets and schedules for assigned sustaining engineering efforts, assisting in financial analyses such as funding profiles, execution risk and variance analysis. Ensures funding accountability by maintaining accurate records of obligations and monitoring expenditures, Assists in development of plans including budgets and schedules to meet Government sustaining engineering requirements.

Analyzes sustaining engineering management procedures to devise the most efficient methods of accomplishing work. Develops recommendations for solutions of work problems and for increasing procedural efficiency, encompassing such actions as communications plans and battle rhythms, information flow, and/or cost-benefit analysis. Gathers and organizes information on problems or procedures. Maps present operating procedures, analyzes data, identified potential solutions or alternate methods of proceeding, develops conclusions and recommendations. Organizes and documents findings of studies and prepares recommendations for problems resolution, procedural change or organizational amendment.

Required Experience/Qualifications -

Bachelors Degree in engineering, science, business administration or equivalent experience

Experience in technical program planning and implementation, contract interpretation budget development and administration of government projects - 8 years

Desired Experience/Qualifications -

Master's Degree in related field (Management, Engineering, Business Analysis, or similar)

Experience related to aircraft sustaining engineering program and/or project management- 4 years

Experience in process improvement analysis and implementation (3 years)
