Sr. Operations Research Systems Analyst (ORSA-SME)

Location/Area: Arlington/National Capitol Region

Description: The NGB-J8's central focus is to utilize all current DoD processes to ensure that both the Air and Army National Guard secure adequate funding to support current missions. These DoD resource management processes are
highly involved and require specialized skills, knowledge and abilities related to the planning and programming
processes. Contractor services are needed to assist the government in collecting data, conducting analysis,
preparing products, and participation in DoD and Service processes to maximize organizational performance
which, in turn, will enable NGB-J8 critical mission success.

As a Subject Matter Expert (SME) and recognized industry leader in your field of expertise (Operations Research), you will provide your exceptional and/or highly unique qualifications and/or particular expertise to perform the following kinds of functions:
- Initiates, supervises, and/or develops requirements from a project’s inception to conclusion for complex to extremely complex programs;
- Provides strategic advice, technical guidance and expertise to program and project staff;
- Provides detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues;
- Consults with client to define need or problem supervises studies and leads surveys to collect and analyze data to provide advice and recommend solutions.

Your Operations Research Analyst duties include formulation and application of mathematical modeling and other optimization methods to develop and interpret information that assists management with decision making, policy formulation, or other managerial functions. You will collect and analyze data and develop decision support products (which may include software / spreadsheet models). You may develop and supply optimal time, cost, or logistics networks for program evaluation, review, or implementation.

Responsibilities:
• NG joint capabilities development for Homeland Defense (HLD) and Civil Support (CS)
• JCS JCIDS process; Planning, Programming, Budget, and Execution (PPBE)
• Supporting NGB’s wargaming, discussion-based exercise, and innovation efforts
• NGB Corporate Process, NGB Joint Program Management, Department of Defense (DoD) strategic
planning processes, Chemical and Biological (Chem-Bio) Defense Program (CBDP), NG Joint Experimentation, Support for Strategic Analysis, Global Force Management, and the Analytic Agenda.

Qualifications/Requirements:
• Current TS/SCI or Secret Clearance
• 2-10 years with DoD
• 2-5 years with OSD, JCS
• 1-2 years supporting other security agencies
• 2-8 years ORSA experience
• Demonstrated performance in DoD’s Joint Capability Integration & Development System
• Able to work with and protect classified and proprietary information
• Proficiency with Microsoft Word, PowerPoint, Excel and Outlook
• Able to work independently and as a team player on a mixed contractor-government team
• Strong people skills
• Excellent attention to detail and strong communication skills (position requires direct contact with senior
National Guard and DoD leadership)
• Master's Degree
• 10+ years’ experience with DoD Strategic Planning, ORSA, and/or Management processes and products

Preferred Experience
• Previous Service, OSD, NGB/8 experience
• PPBE experience
