JOB RESPONSIBILITIES:
Provide support to DAMO-SSD including assessment of surety implementation activities conducted by the USG to ensure Army equities are appropriately protected, Army positions are properly vetted, and provisions of nuclear and chemical surety and accidental and incident response in compliance. Identify impacts on Army policy development, surety implementation and compliance activities, operations, force structure development, training, and resource management considerations arising from changes in surety policy guidance. Provide program oversight and IT staff support to DAMO-SSD to assist the office in the execution of its responsibilities for developing surety policy using database management computer systems; collecting, analyzing, presenting, communicating, and filing information related to surety policy, implementation and compliance planning; attending meetings, conferences, and briefings; and ensuring Army positions are properly vetted, as required. Monitor available information sources for items that have significance to the Army in Surety related matters. Utilizing resident IT systems provided by the Government: Upon completion of an appropriate Surety-related event, provide a short synopsis to the Chemical and Nuclear Surety Branch Chief and Division Chief via electronic mail of the key points in standard Army EXSUM, SIGACT, Information Paper, or Trip Report format, as applicable. Recommend special studies and research and analysis topics pertaining to surety-related matters for approval and assignment. Review and provide comment on U.S. Government, DoD, and Army documents and publications related to nuclear and chemical surety, including nuclear and chemical-related safety, security, safeguards, inspections, transportation, personnel security, and alcohol and drug use policy. The documents and publications include, inter alia: DODI 5210.42, DOD 5210.42-M, DOD 5210..42-R, DODI 5210.63, DODI 5210.65, DODI 5210.88, CJCSI 3231.01C, AR 190-17, AR 190-54, AR 190-59, AR 380-67, AR 380-89, AR 385-10, AR 600-85, DAP 385-24, DAP 385-61, and DAP 600-85. Support revision to formal Army surety-related guidance, e.g.: AR 50-5, AR 50-6, AR 190-17, and DA Pam 50-5 as directed by the COR, including inter alia, recommending draft language for the publications, establishing and participating in working groups, coordinating draft policy with Army stakeholders, serving as a technical liaison between operators, to include Army laboratories, and policy makers, and coordinating with impacted organizations in order to fulfill Army Publishing Directorate requirements, CDRL A0012. Provide support with implementation of chemical and surety-related guidance, e.g.: AR 50-5, AR 50-6, AR 190-17, and DA Pam 50-5 including, reviewing requests for exceptions to policy and recommending a draft response, reviewing and drafting response memorandums to requests for surety status termination, providing support to Army stakeholders with the surety management review visits, participating in meetings with Army stakeholders. Comply with mandatory surety-related reporting: Compile annual Nuclear, and Chemical Personnel Reliability Program (PRP) Status Reports from Army Commands, Direct Reporting Units, and Joint Program Executive Offices, in formats specifiecd by Army or OSD guidance, and shall prepare the reports for submission to OSD, on or about 15 February, - CDRL A0013. Provide an annual analysis of Nuclear and Chemical PRP Trends Report for posting on the DAMO-SSD Portal, on or about 15 February. Chemical Agent Accountability Reports : After obtaining from the DoD Inventory and Accountability Manager, the Contractor shall conduct a semiannual Compliance Review of NTA Accountability Reports in accordance with the requirements in AR 50-6, on or about 1 February and 1 August. Non-Traditional Agent (NTA) Accountability Reports : Conduct a semiannual Compliance Review of NTA Accountability Reports in accordance with the requirements in AR 50-6, on or about 1 February and 1 August. Army Watch Nuclear and Chemical Incident Books : update the Nuclear and Chemical Incident Books with duplicate hardcopies of the two nooks kept at DAMO-SSD and electronic copy of the data posted to the DAMO-SSD portal, within 90 calendar days of the beginning of the contract year, and quarterly thereafter. Update POC lists and references as appropriate. Consult with the Army Watch and DAMOSSD to identify policy, procedural, or formatting changes, and develop proposed revisions to the Chemical and Nuclear Incident Books, CDRL A0014. Provide monthly Program Status Report. Describe work accomplished during the reporting period and contract deliverables provided to the Government during the reporting period.
QUALIFICATIONS:
Education & Experience
BA/BS in a recognized engineering, scientific, technical, management or related discipline 5 to 10 years of relevant experience: a)Interacting with Service Staff, JS, and OSD organizations b) Working chemical or nuclear surety implementation and compliance issues at a policy or operational level c) Planning, directing, and managing complex projects/operations with multiple POCs Other Requirements
