Job Description
Norfolk Naval Shipyard (NNSY) is seeking highly skilled Contract Specialists to keep the U.S. Navy’s ships, submarines, buildings, and other structures strong and sound. NNSY is home to approximately 11,000 military and civilian personnel, located in Portsmouth, Virginia on 1,275 acres and is one of the oldest and most multi-faceted shipyards in the country.

JOB SUMMARY
As a Contract Specialist at NNSY you will perform pre-award and post-award functions to include planning, soliciting, evaluating, cost/price analysis, negotiating and the administration of all types of contracts including cost reimbursement, firm fixed price, indefinite delivery type contracts Indefinite Delivery, Indefinite Quality (IDIQ) and service contracts. These duties affect the successful accomplishment of ship maintenance programs through the timely completion of contracts and task orders to meet operational schedules.

DUTIES/RESPONSIBILITIES
Serve as negotiator and contracting officer in the planning and conducting of procurements and the administration of contracts for support of U.S. Navy ships, other military type ships, service craft, small boats, and barges
Determine the most effective type of contract to satisfy the Government’s needs, plan and develop IDIQ and advise planning personnel on adequacy of specifications, pricing considerations, competitive source selection processes and procedures, etc.
Negotiate prices, scope of work, delivery dates and other terms and conditions
Negotiate changes to contracts, monitor contract technical performance over the life of the contract and issue correspondence to contractors to resolve problems.
Negotiate and settle contract changes, changes resulting from waiver and deviations, increases/decreases in scope of work under the contract and initiate modifications as necessary
Use cost accounting data provided by the contractor to determine scheduling and delay impact
Ensure proper receipt, handling and opening of offers submitted by contractors and develop all required supporting file documentation to include justifications, approvals, and amendments
Review specifications and work orders to assure clarity, adequacy, and completeness
Review contract completion documentation for adequacy and accuracy
Act as a trainer and consultant for lower graded employees involved in related contract assignments
Perform other related duties as assigned

Requirements

REQUIRED SKILLS/ABILITIES

Thorough knowledge of Federal Acquisition Regulations (FAR), Department of Defense (DOD) FAR Supplement, Navy Acquisition Regulations, NAVSEA Contracts Handbook, contract law and legal precedents and other regulations governing the various contract types
Extensive knowledge of contract cost and price analysis techniques
Extensive knowledge of business and industrial operations in order to relate contracting procedures and regulations, delay impacts, disruption and related acceleration effects, etc.
Knowledge of small business and small disadvantaged business programs and set-asides
Knowledge of financial and accounting principles
Knowledge to interpret Defense Contract Audit Agency (DCAA) audits to resolve issues with contractor and government personnel
Effective oral and written communication skills to conduct negotiation sessions, conferences, etc.
The ability to use judgement and discretion in interpreting and applying Federal laws, policies, and procedures
The ability to objectively analyze situations for which there are no previously established precedents or where there is limited history and few guidelines for direction

EDUCATION AND EXPERIENCE

Bachelor’s degree required

PHYSICAL REQUIREMENTS

Ability to work inside and outside
Correct use and wear of personal protective equipment (PPE) in designated areas
Ability to lift and carry up to 15 pounds
Use of fingers, both hands, pushing, pulling hand over hand, reaching above shoulders, stooping, twisting, both legs for walking, repeated bending, the use of both arms and legs for climbing, ability for rapid mental and muscular coordination simultaneously
Normal hearing ability; the use of aid(s) acceptable
Normal vision in both eyes and the ability to distinguish basic colors and shades of colors
Ability to sit and/or stand for long periods of time
Ability to participate in one-on-one conversations, in telephone conversations and with groups of people
Working alone as well as closely with others
Ability to handle highly stressful situations in order to accomplish the assigned tasks
May be required to take a medical examination
A drug test is required for employment

QUALIFICATIONS

Must be a US citizen
Must have or be able to obtain and maintain a Secret Clearance, which is subject to passing a background check that includes credit, criminal, and motor vehicle reports
Must provide financial disclosure
Travel is required


Benefits
Salary: $77,091.00

Hiring Incentive: Up to $15,000 with 3-year agreement
