POSITION: Senior Staffing Specialist
LOCATION: Washington, D.C.
CLEARANCE: Multiple Positions (Uncleared, Secret, Top Secret)

Overview:
G2 Global Solutions, LLC. is seeking an experienced Senior Staffing Specialist to support a program with our government customer. The position will be based in Washington, DC.

Principle Responsibilities will include, but are not limited to the following:

Classification and Position Management:
Classification of positions at all levels based on the program's position analysis and developing evaluation statements. Drafting new or editing/rewriting existing position descriptions (PDs), classifying positions, and making Fair Labor Standards Act (FLSA), Bargaining Unit and Position Designation determinations.Conducting classification reviews.Creating positions numbers and job codes in Enterprise Human Capital Management (EHCM). Staffing and Recruitment
Provide staffing and recruitment services and work with subject matter experts (SMEs), hiring managers, and selecting officials within SROC and ASPR to create job analyses, crediting plans, and vacancy announcements in USA Staffing Upgrade. The contractor shall review candidate qualifications, build certificates of eligibility, and be Delegated Examining Certified. Provide expert consulting services that cover a full range of staffing, and compensation services with emphasis on areas including but not limited to special pay, direct hire recruitments, recruitment and retention incentives, intermittent work schedules, expected appointments, superior qualifications, telework, and annual special leave service credit accrual. Provide expert consulting services that cover internal/external placement services to recruit for highly specialized and hard to fill positions within NDMS.Work with SMEs and hiring managers/selecting officials to create and review job analyses and assessments, develop crediting plans and vacancy announcements (using USA Staffing Upgrade), review applicants for eligibility, qualifications, and veterans' preference, prepare certificates, and close out recruitment files.Support office managers and supervisors in strategic recruitment meetings and in the development of recruitment documents.Support SMEs in their rating and ranking reviews; ensure that SMEs provide sufficient and complete documentation of their reviews; rate and rank applicants; apply appropriate preferences; and produce certificates of eligibility for consideration by the selecting official. Ensure recruitment and hiring documentation is timely and complete. Review and edit recruitment documents submitted by hiring managers and supervisors.Provide expert consulting services on the establishment and use of Career Transition Assistance Program (CTAP), the Reemployment Priority List, and the Priority Reemployment List. Demonstrate ease and flexibility with a number of HR and administrative systems currently maintained by SROC EHCM, a PeopleSoft product. Create positions numbers and job codes, process personnel and payroll actions, including all coding and processing to onboard a new employee, pay incentives, special pays, benefits, awards and effectively resolve and correct processing errors. Records Management Services:
Develop and implement SROC records systems. Inventory SROC records collections, develop Quality Assurance (QA) plans and apply them to identified records collections develop systems of records, purge unnecessary documentation and closeout and transmit records to archive (National Archives Federal Records Center). Scan employee records. Perform scanning of employee records into Electronic Official Personnel Folder (eOPF). Conduct thorough and well documented QA of eOPF records. Perform quality checks of scanned eOPF records to ensure records are complete, readable, and up to date. Conduct Records Audits. Conduct audits on SROC systems of records and eOPFs. All work products comply with applicable OPM requirements and Federal archival regulations. Inventories of designated records collections are accurate, complete and well-documented; QA plans are thorough and maintainable. Systems of record are properly identified; unnecessary documentation is purged and appropriately documented; archived records are appropriately packaged, documented, and transmitted to the appropriate Federal Records Center (FRC). Requested audits of systems of records and OPFs/eOPFs are thorough, findings are documented, and recommendations are clear. Processing and Correction of Personnel Actions:
Provide expert guidance and execution of the review and correction of employee personnel actions, including historical records correction and management. Apply knowledge and skills to work with complex automated personnel operating systems which include payroll and personnel actions processing retroactive corrections. Review and analyze HR payroll/processing, coding/process timeliness and accuracy, and/or other issues related to processing actions while working with other HR Specialists, as well as, external division administrative officers, managers, supervisors, and employees. Perform reviews and quality control of new hire personnel actions processing. Apply knowledge and ability to provide guidance, consultation and assistance to managers, supervisors, and employees on all aspects of HR management processing and payroll issues. Apply skill and coding and processing a range of actions, including those that have unusual conditions or issues requiring deviation from standard procedures to complete the action. Identify, evaluate, and recommend to appropriate HR Specialist(s) HR interventions to resolve complex interrelated HR problems and issues. Provide advice on employee claims involving pay and leave entitlements. Create position numbers and job codes, process personnel and payroll actions, including all coding and processing to onboard a new employee, pay incentives, special pays, benefits, awards, and effectively resolve and correct processing errors. Perform detailed research and review of historical appointment and resignation actions, accurately updating intervening actions and producing corrections as needed. Perform over- or under-payment calculations and coordinate with program area to communicate with individual employees. Review employee records and perform corrections to ensure all data elements area appropriately updated. Process personal and payroll actions, within grade increase (WIGs), promotions, resignations, onboarding, awards, and benefits. Position Description (PD) Library
Develop and implement a web-accessible PD library, including an appropriate indexing and retrieval taxonomy. Covert existing paper PDs to electronic format. Identify and retrieve, where possible, electronic copies of PDs; and establish a format and routine for capturing, maintaining, updating, and indexing PDs. Liaison Activities:
Advise program leadership on workforce relations matters.Consult with SMEs and hiring managers/selecting officials. Provide appropriate guidance to SMEs and support to facilitate thorough rating and ranking reviews.

Required Skills:
4-8 years staffing experience.Experience in relevant ATS Programs and MS Office.Experience and comfort with professional phone conversations.Comprehensive knowledge of Federal HR management concepts, principles, laws, regulations, and practices including a wide range of recruitment and placement practices, competitive and excepted service, special recruiting authorities and strategies, techniques for correcting and updating employee personnel data in the system of record, and a wide range of position classification concepts, principles, and practices.
