Responsibilities
The Curriculum Delivery Specialist reports to the Program Manager in support of the Curriculum Instructional Standards Unit (CISU) and is responsible for the delivery of the curriculum program in accordance with the Instructional Systems Design model, and Technical Security Engineering (TSE) Training Center Policies and Procedures and instruction standards. This position requires the incumbent to work closely with the branch and operations chiefs, program offices, subject matter experts, multimedia specialists, and distributed learning designers to design and develop lesson plans, student materials, and instructor media ensuring TSE training standards are met.

Duties:• Advise the Operations Chief and CISU on the production of educationally sound training programs• Attend meetings, communicate, and participate with internal and external personnel and contractual staff in planning, developing and validating a wide range of programs• Provide input for preparation of routine and special reports• Remain current on the latest in changes in the state-of-the-art, theory and practices of training to devise new approaches, procedures, plans and programs to improve the training program• Carry out confidential administrative and personnel assignments on a wide variety of significant, complex, and sensitive problems and matters arising in the day-today operations• As a collaborator with instructional designers, accreditation manager, records administrator, and training support personnel, engage in the oversight of the assignment of course/curriculum, participate in evaluations, and develop performance standards• Oversee the design of training programs, including classroom lectures, online courses and self-study sessions directed at students• Leads the development of needs analysis and assessments, program evaluations, instructor evaluations and course development using the Instructional Systems Design model• Develops detailed lesson content and identify appropriate training delivery mechanisms• Evaluates pilot courses to ensure that they conform to the Office of Technical Security Engineering training standards• Advise instructors and optimize training programs through an assessment of instructor performance and the skill proficiency of students• Serve as the TSE subject matter expert on curriculum design issues• Review, evaluate and critique findings of training results from external audits; research problems and issues and facilitates resolution by working with other appropriate Departmental and Agency staff members and Committees as requested• Recommend continuing professional development opportunities for ISD\u2019s and instructors• Provide weekly updates of course activities to the Operations Chief• Engage with the accreditation manager to maintain standards• Ascertain the training needs of TSE clients• Optimally use training funds

Qualifications
• Must be a US citizen and possess or be able to obtain/maintain a Secret clearance. A Top Secret clearance may be required.• Must possess certifications and/or Masters degree(s) in education or instructional design. Must be proficient in OPM\u2019s GS 1750 certification requirements, to include learning theory, instructional design practices, educational evaluation, Instructional product development and use of computers in education and training• Master's degree is required from a regionally accredited university• Requires infrequent supervision and is expected to work independently according to established policies and accepted practice• At least seven years of experience delivering training development efforts in a technical training environment• At least five years of experience in curriculum design and development• Two years as a level III Instructional Designer preferred• At least one year of US government experience required• Concentration in adult learning, education or curriculum development or ISO certification and related experience preferred• Specialized knowledge or professional experience in several of the following: instructional systems design, education and adult learning principles, cooperative learning, programming and authoring tools, graphic arts and media design and educational product evaluation• Demonstrated experience working in all five phases of the Instructional Systems Design model• Demonstrated experience with standard concepts, practices and procedures within training and course development• Demonstrated experience with academic accreditation processes• Strong analytical and problem-solving skills• Must have excellent people and organizational skills• Excellent writing, proofreading and design skills to develop training course materials• Must possess excellent written and spoken command of the English language• Must be proficient in the use of Microsoft applications (MS Word, PowerPoint and Excel)• Must maintain professional proficiency through annual training, workshops, and conferences sponsored by groups such as the Association for Talent Development• Occasional local travel (Washington DC area) may be required
