Responsibilities
OBXtek is currently seeking a Senior Strategic & Organizational Manager to be located at Joint Base San Antonio, TX.
The Project Manager leads a team of 12 key personnel supporting the AFCEC mission, with operating locations at Joint Base San Antonio, TX and Tyndall AFB, FL.
The mission of AFCEC is to \u201cDeliver Civil Engineer expertise and services \u2026 strengthening installations and enhancing combat power.\u201d
The Project Lead will directly support the AFCEC front office, Director of Staff, Deputy Commander and Commander (Brigadier General), at times providing strategic advice impacting the entire career field.
AFCEC provides Civil Engineering services and enterprise lifecycle leadership to Air Force installations to enable the warfighter. It is a 1,900-person primary subordinate unit of the Air Force Installation & Mission Support Center under Air Force Materiel Command. AFCEC missions include facility investment planning; design and construction; operations support; real property management; energy support; environmental compliance and restoration; strategic acquisition; program management; expeditionary support and emergency services; and functional management of CE business systems. AFCEC oversees annual execution of $11.8B in contracts; manages $7B in housing and $5B in Enhanced Use Lease portfolios; a $9B Military Construction Program, a $1.5B/yr Sustainment, Restoration & Modernization Program, and a $600M/yr Environmental Program.
Below are a list of requirements/deliverables the candidate will be supporting:
Serve as a general advisor to the AFCEC Director of Staff, Deputy Commander, and Commander Assist AFCEC leadership in developing strategic direction and best management practices Provide advice on identification of mission capabilities for possible transfer in/out of AFCEC, as well as recommend placement of additional capabilities within the organization's structure. Advise AFCEC leadership on similar mission capabilities in both government and private sector to identify improvements and alternative methodologies Demonstrate experience and knowledge to plan, direct, or coordinate activities in architecture and engineering and provide subject matter expertise Develop a strategic plan and associated Mission Accomplishment Plan (MAP); provide recommendations for updates to the organizations Five Year Strategic Plan Develop Strategic Communication Documents and a Strategic Communications Plan Conduct annual SWOT analysis Prepare reports to develop discussion points and/or strategies for agenda items, w/courses of actions (COAs) Identify potential gaps and disconnects between existing mission capabilities and the organization's culture/posture. Validate or modify AFCEC's long-term and annual focus areas and associated objectives/metrics. Validate or modify the organizations purpose, vision, mission, and core Conduct research and provide expert advice and assistance to develop strategy for associated plans to improve enterprise-wide efforts of integrating capabilities. Analyze future operating concepts and identify gaps between current and future organizational operating environments Conduct reviews and analysis of existing organization, management structures, and processes. Develop Action Plans, MAPs, and POAMs Create monthly reports and weekly milestone briefings; provide meeting support
Qualifications
Active Secret Clearance
Education:
BA/BS required, MA/MS preferred.
Experience:
Minimum 10 years\u2019 relevant experience in Air Force Civil Engineering operations; 20 years+ preferred.
This position requires extensive knowledge of the Air Force Civil Engineer Center and USAF Civil Engineering operations.
Desired:
Professional Engineer, Registered Architect, Certified Facility Manager or PMP
