This position is located in the Office of Nuclear Regulatory Research (RES), Division of Engineering (DE), Component Integrity Branch (CIB).
As a Materials Engineer, you will provide technical assessments of materials/mechanical behavior, irradiation effects, environmental effects, chemistry aspects of materials degradation, and structural mechanics issues of the industry's nondestructive evaluation (NDE) and in-service inspection (ISI) techniques, engineering analyses related to the effectiveness of NDE and ISI related to the structural integrity of components and systems used in nuclear power plants. Duties include but are not limited to:
1. Participates in the development and direction of research programs to perform analytical evaluations related to the materials behavior, irradiation effects, environmental effects, chemical effects, fracture mechanics, structural integrity and non-destructive examination related to reactor components.
2. Performs the review and evaluation of assigned portions of research projects related to materials, metallurgy, component integrity and NDE issues.
3. Confers with technical representatives of organizations having interests and responsibilities in the materials engineering aspects of nuclear power plants.
4. Prepares or contributes to proposals for contract support for ongoing research needs, indicates scope of project, tasks to be undertaken, nature of report, etc. Serves as technical representative for the Nuclear Regulatory Commission contract. Evaluates ability of potential contractors and recommends selection. Monitors work of contractor to assure adherence to scope of work, schedules, utilization of professionals, clarifies for contractor any outstanding technical issues.
5. Prepares response to questions or comments from public or other government agencies regarding issues in area of expertise.
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (12) in the Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE is defined as experience that demonstrates knowledge of the design, construction, operation, inspection, and evaluation of nuclear plant components, structures, and facilities.
The ideal candidate will be able to demonstrate the following:
1. Demonstrated knowledge of the design, construction, operation, inspection, and evaluation of nuclear plant components, structures, and facilities to understand the value and impact of the requirements of proposed standards. (DOUBLED WEIGHTED)
Examples may include specific training, education and work experience that demonstrate your knowledge of overall engineering principles related to technical assessments and modeling and simulation of materials/mechanical behavior and structural mechanics issues related to the materials degradation and integrity of components and structures, used in nuclear power plants and/or spent-fuel storage containers. Examples may also include technical assessments, through the use of data analysis, computational models, visualization, and machine learning, of irradiation effects and environmental effects related to the structural integrity of components and systems used in nuclear power plants and spent-fuel storage containers.
2. Demonstrated experience in participating in complex technical projects or tasks leading to issue resolution.
Examples may include relevant technical projects or tasks that you conducted with a focus on identification of problem areas, emerging issues and processes used to achieve resolution, and your specific role in the project or task.
3. Demonstrated ability to work effectively with internal and external organizations on research projects on a variety of subjects related to materials engineering.
Examples may include specific experience and accomplishments communicating effectively with individuals of diverse backgrounds in various organizations. Examples may also include your role and responsibilities in interfacing with other organizations to resolve problems and/or recommended solutions to these problems.
4. Demonstrated ability to communicate and present technical information clearly and effectively, both orally and in writing.
Examples may include experience, training, and accomplishments that demonstrate your ability to communicate and present technical information clearly and effectively. Examples may include oral presentations and/or written documents, such as publications in peer-reviewed journal or conference proceedings, technical proposals, you prepared and the various levels of individuals for which presentations were made. Examples may also include where you have utilized skills in communicating complex technical issues to professional societies, peers, management, general public, governmental agencies, or others.

Qualification for All Professional Engineering 0800 Series:
1. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
3. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
4. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
