POSITION OVERVIEW:
We are seeking a qualified Program Manager (PM) to provide administrative, programmatic, systems engineering, research analysis, test management and scientific support services to the Countering Weapons of Mass Destruction (CWMD) Systems Support Directorate (SSD) in its effort to combat the catastrophic use of a weapon of mass destruction within the United States and its territories. This support includes the assistance required by the federal staff to effectively administer and manage programs and projects as well as to contribute to scientific and engineering assessments of existing and evolving counter-WMD technologies.

JOB RESPONSIBILITIES:
Advocate innovative concepts and contribute to strategic thinking to enhance mission effectiveness and efficiency Rapidly assimilate large amounts of information on diverse subjects, quickly define the problem, identify and marshal the required resources, and then execute to accomplish the mission Develop a thorough understanding of the customer's organization and mission, including a general understanding of programs managed by Departments within the Systems Support Directorate (SSD) Deliver work products as required and consistent with the vision and priorities of SSD Leadership Support the day-to-day management and execution of the functions of the CWMD front office Ensure execution complies with DHS/CWMD policies and are in support of the Assistant Secretary's strategic vision Coordinate CWMD issues and matters and complete and execute assigned tasks in a timely basis Identify and coordinate with subject matter experts and project/program managers from across the Directorate Work across organizational boundaries to ensure success of the overall mission Develop workable strategies to help set and achieve organizational goals Identify and support implementation of efforts that will create a positive synergistic effect on the team Serve as mediator to internal issues and conflicting priorities for members of cross-functional teams Address a variety of informational, organizational, and management tasks on behalf of the government customer
QUALIFICATIONS:
Education & Experience
MS Degree in Pharmacology, Toxicology, Neuroscience, Physiology, Medicinal Chemistry or a related discipline at an accredited college or university and 8 years' relevant work experience, or BS Degree in any of these disciplines at an accredited college or university and 10 years' relevant work experience Project Management Professional (PMP) through the Project Management Institute preferred Knowledge & Skills
High-level proficiency with MS Excel, PowerPoint, and Word Ability to quickly learn to use new IT systems and software Attributes
Demonstrated leadership ability, strategic and innovative thinker, and passion for the mission Detail-oriented, self-starter with excellent communication and time management skills Other Requirements
Active / current DoD TS/SCI clearance required
