PROGRAM ANALYST
The Program Analyst position supports the Bureau of International Narcotics and Law Enforcement Affairs, Office of Knowledge Management (INL\\KM). The Office of Knowledge Management leads the bureau efforts to direct, coordinate, and implement policies to make and keep INL as a "learning" organization. The office is responsible for all knowledge management efforts including program design, training, and technical advisory support to INL's efforts to establish and implement indigenous law enforcement and criminal justice systems necessary for a society to achieve and maintain durable peace and other strategic law enforcement, corrections, and administration of justice systems. INL/KM exercises ultimate accountability for the Bureau's knowledge management activities including program design and evaluation, internal and external training efforts, and technical advisory support that advances strategic law enforcement, justice, and corrections systems worldwide, and facilitates the establishment and implementation of indigenous law enforcement and criminal justice systems worldwide.

BACKGROUND
The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President's principal foreign policy advisor. The Department of State's mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.
INL keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.

DUTIES AND RESPONSIBILITIES

Program Analyst responsibilities (50%):

•Contribute to analytic analysis and reports produced by the office for stakeholders within and outside INL, including support to other analysis, and external outreach.

•Actively participate in INL/KM's data work by maintaining proficiency or becoming proficient in Excel, MicroSoft BI Tableau, and other software designed to analyze and visualize data.

•Draft papers and presentations to present focused analysis on issues of concern for the office, including country performance, and analysis and explanation of new Department initiatives.

•Support INL/KM Division Chief's efforts to develop and refine innovative analytical tools, methodologies and products.

•Assist with the planning and execution of INL/KM budget processes as requested by other staff, including participating in the development/bureau of the annual budget request.

•As requested, support the development of an in-depth analysis of INL foreign assistance and country performance trends to assist in INL/KMs long-term strategy and planning efforts.

Administrative Assistant responsibilities (50%):

•Organize and manage efficient means of carrying out the following:

oArrange meetings for the F/P Managing Director and staff. This includes reserving conference rooms, conference call lines, soliciting and circulating agendas, sending invitations, and pre-clearing and escorting visitors as necessary.

oMaintain leave calendars for the INL/KM Director.

oOrder, stock, and organize supply orders (general supplies, paper, toner) for INL/KM by regularly querying the team regarding any upcoming special supply requests. In addition, restocking the basic supply closet inventory monthly as needed.

oRequest service for copiers, fax machines, shredders, etc. in INL/KM office.

oMake copies and shred classified and unclassified (SBU) material.

oOrganize and send Weekly Activity Report memo to INL/KM Director.

•Organize and maintain INL/KM documents to include tracking document status with the FO.

•Provide back-up coverage and support within INL

•Assist with being the ePerformance proxy for INL/KM Director.

•Support travel, including: training other administrative staff on travel procedures as necessary; arranging travel through E2 Travel Solutions; obtaining visas from Embassies; sending eCountry Clearances; and completing taxi vouchers for staff.

MINIMUM QUALIFICATIONS
•US Citizenship

•A Bachelor's degree from an accredited institution.

•Four (4) to six (6) years' experience in relevant field.

•Demonstrated knowledge of Federal regulations in regard to area of specific need

•Proficient in Microsoft Office Suite

•Demonstrated experience facilitating organizational change

PREFERRED QUALIFICATIONS

•Previous experience working in the Department of State, especially a bureau working on foreign assistance.

•Demonstrated understanding of project management.

•Demonstrated experience conducting analysis and desk research for the Department of State.

•Experience working with U.S. government agencies, foreign governments, NGOs, etc.

•Superior writing, communication and interpersonal skills.

•Previous international development experience.

•Demonstrated interpersonal skills, verbal and written communication, along with displaying a positive attitude.

•Demonstrated knowledge of foreign languages.

•Demonstrated experience with Tableau, ArcGIS, WebEx, and other software used by the Department of State.

•As needed, ability to perform manual labor tasks.

POSITION LOCATION: The physical work location is the INL/KM office at [State Annex (SA-01), Columbia Plaza, 2401 E St., NW Washington, DC).

TRAVEL: Travel for this position is authorized.
