We have an exciting opportunity to join us in supporting one of our valued customers as a Test Engineer to work out of Hanscom Air Force Base in Massachusetts. Successful candidate will provide EPASS Advisory and Assistance Services to the Battle Management Directorate (AFLCMC/HB) at the AF Life-Cycle Management Center (previously the Electronic Systems Center). The project to be supported is the Qatar Interoperable Air and Missile Defense Program office (QIPO) (AFLCMC/HBV).

This position is required to interface with a team of military, Government civilian, contractor project managers, FFRDC/A&AS support personnel in the day-to-day activities associated with management of HBV's projects, programs and initiatives as we work to integrate the QIAMD Enterprise of FMS and DCS procurements into a Missile Defense Enterprise. Additional interface will be required with US and foreign external service agencies (US Army, US Navy, USCENTCOM, Defense Contractors (Raytheon), Qatar Military, Civil and Technical Agencies and Italian Government & Civilian Agencies).

Responsibilities

Documenting the review, test concept development, test methodology development, test plan development, test execution, and test reporting, data reduction and analysis, and end-user operational testing. Using Design of Experiments methods to plan and conduct test programs. Independently prepare (or advise others in the preparation of) criteria, computation/analyses, specifications, cost estimates test plans, and technical reports in the specific area of technical expertise. Select and apply engineering techniques and procedures to analyze and evaluate specific problem, data, or other features of the work which are broad in scope and complexity. Review and evaluate the quantity, quality, and overall adequacy of results and conclusions drawn from accomplishment of test engineering tasks. Devise new and innovative approaches to problems encountered, and accomplish assigned tasks with efficiency, timeliness, and thoroughness. Evaluate the configuration, capability, and operational relevance of test environments and ensure they are properly available for the thorough testing of software releases (e.g. fault insertion/fault identification). Deconflict schedule conflicts between multiple releases, providing high quality analysis and recommendations to the program test lead. Operate with general instructions; but select portions of work are reviewed in detail to measure adequacy of approach, execution, and presentation. Works with assigned administrative, and matrixed acquisition support, financial management, engineering contracting, configuration and data management, and other staff. Works with the Oasis Task Lead and Oasis teammates to document processes, and initiate and implement AFSO21 Rapid Improvement Events, Training Events and mentoring sessions for all task personnel. Responsible for developing Integrated Master Schedule inputs, and tracking and reporting on Progress for assigned program(s). Develops, reviews, and approves plans, schedules, and other technical documentation. Facilitates and supports Division meetings and reviews, team building, strategic planning, and other on- and off-site activities. Assists as needed in preparing and reviewing program/project documentation, e.g. Determinations and Findings, Justifications and Approvals, Requests for Proposals (RFPs), Statement Of Objectives (SOOs), Statements-of-Work (SOWs), Program Implementation Packages (PiPs), Performance Works Statements (PWS), Systems/Technical Requirements Documents (SRD/TRD), Contract Data Requirements Lists (CDRLs), Program Support Agreements (PSA), EMAs, 1067s, etc. and assist in source selections. Additional duties as assigned

Qualifications

Required Education and Skills:

Level II: BA/BS, 10 years of experience (3 yrs DoD); or 15 years of directly relatable experience (5 DoD) Level III: Advanced Degree (MA/MS) and 12 years of experience (5 years DoD), or BA/BS degree, and 15 years of experience (5 years DoD), or 20 years of directly related experience with proper certifications (8 DoD).
Desired Skills:

Valid US Passport Required upon hiring Ability to manage system of systems testing environment or integration of multiple systems testing environment a plus Ability to function independently at all levels of customer and management interface with little/no direct day-to-day oversight required Ability to drive an automobile while TDY overseas required Test Certifications are a plus. Missile Defense experience a plus Ability to Speak Arabic is a Plus Experience with Middle Eastern culture in a defense/military environment a plus Proficient in Microsoft Office applications (e.g., Word, PowerPoint, Excel, Access, and Outlook)
