Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 501st Mi Bde at Camp Humphreys, South Korea and serves as the Command Security Manager responsible for implementing and managing a multi-disciplined security program.

Responsibilities
Assesses security risk factors, determines protective measures, and ensures adjudication guidelines and personnel security policies are enforced. Determines requirement for the granting of interim security clearances and processes compelling needs for access to sensitive compartmented information (SCI). Manages the brigade Security Inspection Program to ensure regulatory compliance at all brigade-wide locations. Establishes and conducts a comprehensive security education program for the brigade staff and subordinate units in support of security education and awareness programs. Implements the DOD Information Security Program providing for the proper classification, declassification, and safeguarding of classified defense information and documents. Indoctrinates individuals into sensitive compartmented information programs, conducts inspections, and provides annual training. Reviews information to determine releasability to foreign governments. Makes recommendations based on applicable regulations and directives on requests for visits by foreign nationals, and provides security and disclosure guidance if the visit request is approved. Plans, develops, and implements physical security policies and procedures to ensure protection of Brigade assets. Coordinates security investigations to screen organizational facilities and personnel for threats and vulnerabilities. Plans, develops, and implements industrial security policies and procedures to ensure classified material is released only to cleared contractors. Supervises the brigade security staff. Investigates and analyzes a variety of unusual policy situations which relate to security specialty areas and which must consider the interrelationships between security and other mission areas. Advises the Commander and recommends proper courses of action to resolve complex security issues.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Two year trial/probationary period may be required. In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. Must be able to obtain and maintain a Top Secret security clearance based on SBI and eligibility for Special Compartmented Information (SCI). TDY will be required 25% or less of the time. This is an emergency essential position that ensures the success of combat operations or supports essential combat systems after a mobilization, evacuation order, or other military crisis. - Incumbent may be required to deploy, on very short notice, to potentially high-threat, hostile OCONUS environments and to undergo specific training and immunization requirements as appropriate for OCONUS deployments. - Anthrax vaccination will be required. Incumbent may be required to perform duties under austere and potentially hazardous conditions during exercise and real-world crisis deployments. - Position also requires travel (25% of the time), CONUS and OCONUS, as well as frequently extended duty with long hours under high pressure and generally high-risk job responsibilities. This position has been identified for the Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. - This position requires the incumbent to obtain the SFPC certification within their first two years of employment. - Subsequent SPeD certifications are required with the requirement to complete one per year each consecutive year thereafter in the order mandated by the SPeD certification sequence and/or as mandated by the supervisor or organization leadership. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

To qualify based on your experience, your resume must describe at least one year of specialized experience at the next lower grade (GG/GS-12) or its equivalent that demonstrates the particular knowledge, skills, and abilities to perform successfully the duties of this position.

Specialized experience is defined as experience planning and/or directing security programs for an organization encompassing at least two of the following security disciplines: Personnel Security, Information Security, Industrial Security, Physical Security, Foreign Disclosure, and Security Education and Awareness. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
