Job Description:

Panum is looking for a SharePoint Specialist. The position supports the Information Management task of a broader contract with the financial management division (FMD) of the Transportation Security Administration (TSA). The total amount of online content (Microsoft Office Suite files) for the contract is approximately 40 gigabytes and is expected to increase at a rate of 10-20% per year. The position will provide daily information management support of FMD SharePoint sites. This includes the maintenance of an e-mail inbox established to handle conference inquiries and communications and Program activity intake with an average 24-hour response rate. The SharePoint Specialist will serve as the Content Manager and Site Administrator for FMD’s SharePoint sites and complete tasks listed below and as assigned.

Responsibilities
Work with Federal stakeholders to receive, categorize, classify, and upload any files to the SharePoint sites.
Set and manage SharePoint Information Management policies.
Design, create, customize, manage, maintain, delete and improve SharePoint content, lists, libraries, sites, pages, web parts, workflows, InfoPath forms/templates, and other tools as directed.
Manage all aspects of commercial-off-the-shelf web part development and maintenance to include establishing web part connections, importing and exporting web parts, audience targeting and content filtering.
Target and filter content based on audience or stakeholder requirements and to personalize/customize SharePoint sites and pages.
Enable site collection and sub-site features as appropriate to ensure that the FMD is maximizing SharePoint’s collaboration and productivity capabilities.
Design, create, customize, and test SharePoint workflows as directed.
Design graphics for SharePoint using Adobe Photoshop or other graphic creation software as directed.
Manage permissions and SharePoint site access using SharePoint Groups..
Provide monthly SharePoint site statistic/usage reports. Reports include but are not limited to SharePoint usage, SharePoint space allocation, and documents up for removal per the information management policy, and site activity.
Complete bi-annual site permission audits and complete necessary updates.
Empty the SharePoint site recycle bin on a monthly basis.
Conduct a quarterly functionality review of SharePoint site content to ensure that there are no inactive/broken links, all sites within SharePoint Team Site collection contain a portal site connection, the sites’ content is accurately classified, and the sites’ design is user-friendly. Remedy any identified issues.
Manage content using SharePoint metadata and views to remove documents from folders.
Assign and manage SharePoint alerts.
Assist with SharePoint archiving efforts as directed.
Implement new technology, content management best practices, information management practices and applications as they become available.
Create, design, and implement other sites/domains as newer technology becomes available. The total amount of online content (Microsoft Office Suite files) for the contract is approximately 40 gigabytes and is expected to increase at a rate of 10-20% per year. The size estimate includes SharePoint pages. FMD currently maintains two different site collections – one on the SharePoint Enterprise layer and one on the SharePoint Team Site layer. Additional collections/domains may be required as the Contractor recommends website design changes.
Coach and train technical staff on SharePoint content management and site administration improvements.
Coach and train end-users as necessary on SharePoint’s front-end tools to ensure the Agency is maximizing SharePoint’s capabilities.
Assist in content preparation and transition planning before expected SharePoint version migrations. Content will be migrated by the Information Technology.
Provide content management and site administration support for new SharePoint versions after migrations.
Implement new tools and capabilities of SharePoint after migrations.
Provide a weekly status report that includes status of work activities (regular and ad hoc), and deliverable tracking.
Document all existing procedures into a binder of Desktop Procedures for Government sustainability initiatives and complete updates as needed.

Qualifications
4-year degree from accredited University/College in related field
At least 6 experience managing SharePoint administration.
Effective oral and written communication skills that include framing technical information for a wide ranging audience with varied technical sophistication.
Experience updating HTML Code.
Highly organized approach to task completion with experience qualifying and quantifying tasks performed for a broad audience.
