Ministry of Defense Advisor (Base Salary is $340,000 per year)
Cinteot is looking for a retired O-6 to join its team as a Ministry of Defense Advisor in Somalia. The selected candidate shall advise the Minister of Defense, Ministry staff, Somali National Army leadership, and security sector officials on national defense issues, to include but not limited to the establishment, function, and operation of a Ministry of Defense, with a focus on: supporting the Ministry of Defense and Somali National Army in establishing a capable, affordable, and accountable military and security sector, and the transition of security responsibilities from the African Union Mission in Somalia to the Federal Government of Somalia (FGS) / Somali National Army (SNA); supporting the development of policy and strategy documents to promulgate the National Defense Strategy and define force structure, doctrine and strategy; supporting the development of a functioning administrative system, to include the consistent payment of salaries to Somalia military personnel, the development of critical systems for the Defense Ministry, and the development of policies and strategies for disarmament, demobilization, reintegration of armed groups (if appropriate) and pensioning of security forces personnel; assisting in coordinating other U.S. access to Ministry of Defense as required/requested by U.S. Mission to Somalia; and supporting the work of the Ministry of Defense’s Child Protection Unit.
The selected candidate shall assist the Ministry of Defense in developing documents to define missions, roles, structure and functions of the Ministry of Defense and Somali National Army and assist the Minister and Ministry staff in planning and coordinating joint and combined SNA operations.
The selected candidate shall work in support of U.S. Somalia to assist the Minister of Defense and Ministry Staff, and contributors for the international community in development of policies and strategies to enable the timely and sustainable development of SNA infrastructure, and operations and in developing documents to define missions, roles, structure and functions of Somali National Security Forces (NSF).
The selected candidate shall monitor aspects of the security sector reform planning processes and provide regular updates to Mission Somalia on progress, and provide recommendations on how U.S. policy, plans, and support can best compliment the Federal Government of Somalia’s strategic plans and keep Mission Somalia regularly informed on activities and be prepared to coordinate closely with other international partners as directed.
Location:
The primary place of work shall be the Somali Ministry of Defense at Villa Gashandiga in Mogadishu, Somalia, with regular meetings at other Somali government locations, including the Presidential compound at Villa Somalia and Nairobi, Kenya.
Candidate shall be prepared to travel throughout Somalia and other locations of Sub-Saharan at the direction of the Minister of Defense or the U.S. Government.
Basic Qualifications:
- Retired from military service as an O-6.
- Possess current Top Secret clearance and be SCI eligible
- Able to pass all required security and background checks deemed necessary by the contract
- Able to obtain updated medical and dental certifications and all required immunizations deemed necessary by the contract
- Demonstrated prior experience related to military doctrine development
- Demonstrated prior experience working with foreign Ministries of Defense or equivalents
- No physical limitations preventing travel throughout region and Somalia
Desired Skills:
- War College graduate
- Prior experience as an Exchange Officer.
