IEA Corp., an EverWatch company is in search of a Senior SharePoint Developer - SME Level 1 to support the Department of State in Washington, DC. A Secret is preferred, though a candidate may begin with a Secret security clearance.
DUTIES AND RESPONSIBILITIES
* Write and modify code to build SharePoint applications for use on the internal DOS site and INL's Global Cloud Network.
* Designing, developing, configuring and deploying web applications within SharePoint
* Use knowledge of UI/UX to design effective and user-friendly layouts for DOS sites.
* Analyze requirements, design, code, test and deploy custom and Out-of-the-box SharePoint solutions.
* Develop solutions to complex problems in creative and effective ways by analyzing existing programs and new systems.
* Use Adobe CC applications (Photoshop & Illustrator) to create and modify graphics for web use by internal and external teams.
* Architect and design web-based applications for integration with other enterprise applications.
* Define strategy and technical approach for meeting product performance, reliability, scalability and mission critical goals.
* Ability to handle multiple tasks simultaneously.
* Lead the SharePoint Development team, managing, overseeing, and providing quality control for the work of junior personnel.
* Provide Microsoft Office SharePoint development across various DOS networks and over numerous web applications (MS .NET and MS IIS Server web development).
* Oversee proficiency in web-authoring and version control tools for Microsoft-oriented enterprise environment using Visual Studio, Team Foundation Server (TFS), Microsoft SharePoint Designer, and other Microsoft Office SharePoint technologies.
* Provide system and software development services that include gathering and analyzing requirements for approximately 5+ developed applications per week, documenting specifications, designing flowcharts and wire diagrams, preparing test plans, designing system configurations, performing and assisting with integration tests for 20+ web applications per week.
* Organize the team to write at least five (05) different required documents (i.e. SOPs, "How-To" guides, testing plans and results, accreditation, etc.) for all applications.
* Hold training for DOS supervisors in various Program Offices, other interested staff, end users, and managers of web and portal sites, using customer approved training delivery methods, training plans, training curricula and materials.
* Maintain constant communication with various other Program Offices to ensure all work maintains a standard look and feel throughout network web sites.
* Ensure all work, including web development and project support, shall be performed in accordance with the policies, regulations, and guidelines of INSCOM, DNI, DOD, DA, DIA, NSA, and DOS Management Office.
* Fully understand the and follow Section 508 of the Rehabilitation Act Roles and Responsibilities and ensure the team's work product is in compliance.

Experience and Skills:
MINIMUM QUALIFICATIONS
* A minimum of ten (10) years of related experience
* Demonstrated knowledge experience using Microsoft Office Suite; Knowledge of and skill in correct usage of English grammar, spelling, punctuation, capitalization and style. Demonstrated experience in the use of the telephone and voicemail.
PREFERRED QUALIFICATIONS
* 10 years of Software Design and Development experience.
* 5+ years of SharePoint Application/ Site Developer experience.
* Bachelor's degree or higher in a computer science related field (example: Information Technology Management, Cyber Operations, System Engineer, Software System Engineer, etc).
* Demonstrated specific skills such as: Microsoft SharePoint Application Development and Maintenance, SharePoint Administration, SharePoint Migration, and Windows Server Administration.
* Demonstrated proficiency in the following languages: .Net, C#, java, and HTML.
* Demonstrated working knowledge of Office 365 architecture, power apps.
* Demonstrated understanding of business uses of data and develop designs and specifications to meet those requirements.
* Demonstrated knowledge of best practices for maintaining SharePoint security in addition to knowledge of DOS/Active Directory authentication and group security as it applies to SharePoint.
* Demonstrated strong leadership capabilities, communication skills, and self-direction.
* Demonstrated experience with DOS systems.
* Demonstrated proficiency in the use of Microsoft O365 and Windows Servers, Microsoft SharePoint 2016+, Microsoft O365, and Azure Cloud.
* Demonstrated experience with migrating of SharePoint.
* Demonstrated understanding of Windows SharePoint Services and other web development experiences will be required in order to implement high quality, scalable and effective SharePoint solutions to support various organizational requirements.
* Demonstrated knowledge of SharePoint 2010 or newer, including workflow and content management.
* Demonstrated experience with Microsoft Office System and its integration with SharePoint.
* Demonstrated experience writing and reviewing SOPs, process documents, business plans, CONOPS, and other technical documents.
* Demonstrated experience working within the intelligence community.
* Demonstrated experience with using SharePoint as a designer, creating pages, and using Web parts, including data, content, supporting services, and applicable registries.
* Demonstrated knowledge of governance, including policies, practices, procedures, and decision forums.
* Demonstrated ability to develop unconventional solutions for customer requirements in a collaborative environment as part of a dynamic team and independently with customers at all level.
* Demonstrated ability prepare and present briefings and training.
* Demonstrated ability to independently initiate, manage, execute, and report tasks, as identified.
* Demonstrated excellent analytical, problem solving, interpersonal, oral and written communication skills
