Overview
Six (6) or more years' experience monitoring the work of contractors to ensure quality control and contract compliance for roadway, structure and other transportation facilities of moderate to considerable complexity.

Responsibilities

MAIN DUTIES:
Performs field checks of all "red-line" as-built plans to assure completeness of the plans. Performs on-site field compliance inspection, quality assurance and progress monitoring at various construction projects for conformance to specifications and codes. Performs development of payment applications. Ensures that all maintenance and new construction is completed in accordance with the contract, plans and specifications, approved shop drawings, approved material lists, and permit requirements. Communicates with and advises contractors of discrepancies and the necessary actions to conform to the plans and specifications. Performs required materials testing. Performs basic to moderate surveying and necessary measurements to check line, grade and dimensions of roadway and structural elements and advises the contractor of any discrepancies. Communicates effectively and professionally with agency, contractor and MBP personnel. Performs final inspection, prepares punchlists, and ensures all items on the punchlist are completed or corrected by the contractor. Maintains project records including daily diaries documenting work performed by construction contractors which includes detailed locations of work, construction workforce, equipment, and materials records, as well as project photos and inspection reports. Reports may involve incorporation of basic to moderate algebraic, geometric, and trigonometric calculations and associated sketches. Reports are expected to include activities of the team member. May track submittals and requests for information. Maintains project correspondence. Performs various administrative duties required of MBP team members. Inspects grading projects, paving projects, demolitions projects, special design bridge projects, signal projects, signing projects, coating projects, utility projects, other special projects as assigned. Researches the proper inspection and construction methods to be prepared for inspection requirements. Reviews the performance of, and may assist in the oversight, training and development of Inspector I, Inspector Trainee and Interns/Co-ops, providing daily advising of necessary corrective actions to ensure teamwork, partnering and project success. Reviews and/or prepares daily reports for preparation of entries to the project diary, as-built plans, materials books, and work books. Prepares and checks construction project construction reports and monthly project estimates. Makes necessary correction and forwards them to the appropriate parties. Assist in constructibility and bidability reviews. Monitors project budget and schedules. Assist in contractor's monthly evaluations. Provides customer services and good etiquette to the traveling public, adjacent property owners, and other project stakeholders. Performs various administrative duties to include but not limited to: daily timesheet, monthly expense report, and monthly mileage report.

ADDITIONAL DUTIES:
Obtains training, professional development, and introduction to marketing including involvement with professional associations. May be required to participate at shortlist interviews. May include limited project management responsibilities. May be required to coordinate, monitor and manage all inspection activities on a project. Actively participates in company activities, including but not limited to branch and company meetings. Obtains intermediate to advanced training and certifications. Maintains certifications required to inspect the work for which the Senior Inspector is responsible for monitoring. Actively participates in company activities, including but not limited to branch and company meetings. May need to perform duties of Construction Inspector I.

Qualifications

EDUCATION/KNOWLEDGE:
High school diploma or General Equivalency Diploma (GED) and comprehensive knowledge of roadway, structure and bridge construction/maintenance/repair/rehabilitation methods, materials, standards and specifications. Must possess OSHA 10-hour or OSHA 30-hour certification or obtain within 3 months of hire. Working knowledge of basic mathematics including algebraic, geometric and trigonometric computations based on field measurements. Construction related training and/or experience that demonstrates ability to perform duties. Must have computer skills and be proficient in the use of Microsoft Office applications, Email, Internet navigation, web-based tools and other specialized equipment. Must show demonstrated knowledge of client or MBP specific construction management information systems such as SiteManager, HICAM, MBP's OnTrack system, etc. or be able to learn systems within one month of hire. Knowledge of construction and inspection materials, methods, and tools utilized in the type of construction, repair or renovation work that the Construction Inspector II is monitoring and inspecting (i.e., , highways, roads or bridges). Proficient knowledge of multiple construction operations. Virginia Department of Transportation certifications, certifications from one or more of the following are also desired: WACEL, ICC, NICET, CMAA, NACE, or MARTCP. Certifications preferred for highway construction: Soil, Aggregate, Asphalt, Concrete, Nuclear Testing, Confined Space Entry, Fall Protection, Traffic Control, and E & S Control as appropriate for the DOT specific project working on. Additional certifications preferred: CCM (Certified Construction Manager), CMIT (Construction Manager in Training)

SKILLS AND ABILITIES:
Ability to independently implement quality control procedures. Ability to understand and track project schedules. Ability to collect, analyze and interpret statistical data. Ability to provide technical supervision, leadership and training to other inspectors. Ability to identify potential problems and derive recommended solutions from past experiences. Ability to utilize computers (including Microsoft Office software) and other specialized equipment. Ability to read and interpret construction plans and contract specifications for the type of work that the Construction Inspector II is monitoring and inspecting. Skilled at applying mathematical formulas and engineering principles to determine field adjustments. Ability to communicate inspection issues effectively and responsibly (verbally and in writing) with internal and external customers (i.e., contractors, owners, subconsultants and fellow team members). Ability to utilize surveying and measurement tools effectively for the performance of the inspection duties assigned. May include survey levels, transits, four-foot levels, lock levels, measuring tapes, measuring wheels, straight edges and other tools as necessary. Ability to obtain and maintain industry certifications specific to duties assigned. Able to stand and sit as needed on project work sites, climb ladders, work at heights, and work outdoors in a wide range of weather conditions. Ability to safely navigate construction work sites with uneven terrain. Ability to maintain a valid driver's license with a good driving record. Ability to travel and drive regularly.

GUIDANCE/RESPONSIBILITY:
Assignments are generally received from Construction Manager or Project Manager. Public and client interface. Level of supervision required is expected to progressively decrease as knowledge, skills and abilities increase. Ability to work independently seeking periodic guidance and direction.
SPECIAL REQUIREMENTS:
Fingerprint-based criminal history background check, DMV driving record check, reference verification, and work history will be required prior to employment. Valid driver's license and safety shoes required.

SUPERVISORY:
May supervise the work of Construction Inspector I, Construction Inspector Trainees and/or Co-ops/Interns.
