Duties
Position Objective :

The Facilities Management Section is responsible for maintaining all the facilities which are used to support the core mission of the Washington State Patrol. This position provides facility maintenance at district headquarters, detachment offices, radio communication sites, truck scales, drug scales and other agency portable truck scales, and two training academy's.
 
This position is responsible for:  Providing oversight of maintenance personnel, repair and modification of plant machinery and mechanical equipment, special apparatus, utilities, fabrication and maintenance of scales and facilities. Directs Journey-level trade workers and others engaged in maintenance, repair and modifications to building equipment, machinery, power plants, and heavy equipment. Reads plans and blueprints, inspects projects to insure compliance with local codes and WSP regulations. Determines scope of work, materials needed, and cost estimates.This position provides input to planning staff regarding scope of future projects.  Consults with construction staff for direction on installation details.  May lead/direct construction crews on site.
 
Scale Certification, Rehabilitation and Assessments:
  Per Handbook 44 Codes and Regulations, certify all scales and portable scales per yearly maintenance schedule. Yearly review of the condition of all scale sites. Tracks, records, and posts certification documents to the internet as required by (NIST). Certifies agency drug scales statewide. Certifies non-agency scales. Ensures that all work is performed safely and in accordance to all local codes. Welding and fabrication necessary to repair deck structures and bridges. Serve as an expert witness in court as needed by Commercial Vehicle Enforcement Officers.
Maintain buildings and grounds throughout state. This would include fixing and repairing issues with buildings and properties such as correcting HVAC issues, furniture, carpentry, plumbing and irrigation, painting, electrical, security, and fencing. Completes assigned work orders. Tracks time and materials for repairs. Provides feedback to supervisors to establish needed repairs. Provides status of system performance. Complies to regulatory requirements. Monitors repairs to building systems. Ordering supplies and parts for inventory, replacement, and new installations.
Carpentry and Framing   Must possess basic carpentry skills including layout framing, concrete form work. Ability to read, understand and apply working drawings and blueprints. Demonstrates ability to use basic hand and power tools safely, effectively and efficiently.

Qualifications
Required Qualifications : High School diploma or equivalent. Must possess a valid non-probationary, unrestricted Washington State driver's license. Must possess basic carpentry skills including layout framing, concrete form work.  Have the ability to read, understand and apply working drawings and blueprints.  Demonstrate ability to use basic hand and power tools safely, effectively and efficiently. Must be proficient at one additional trade to provide maintenance on buildings and grounds throughout the state.  This would include fixing and repairing issues with buildings and property such as correcting HVAC issues, furniture, cabinetry, plumbing/irrigation, electrical, security, welding, fencing, parking lot sealing and striping, curbing, excavations, or other industry trade. Must know basic computer skills for sending email, completing time and travel documentation, documenting and closing work orders. Possesses excellent customer service skills. Works effectively with others, while promoting a cooperative environment. Carefully observes and reports potential hazards, security issues and work place safety concerns. Follows all relevant policies and procedures. Conveys a willingness to help and respects the opinion of others. Promotes cooperation and an eagerness and capacity to learn new skills. Must be able to quickly adapt in an ever-changing environment. Demonstrates a strong ability to analyze problems and adjust work procedures. Encourages open communications to archive mutual understandings. Must be able to lift 75 pounds repeatedly. Must be able to climb a ladder. Must be able to sit, stand and walk for extended periods of time. Must be a self-starter who can see a project through to completion.
Preferred/Desired Qualifications : Background in electronics Background in mechanical lever scale systems Class A CDL Skills to understand and perform repairs of common building materials, construction and systems. Skills to understand and operate heavy construction equipment and machinery to include lifts, cranes, backhoe and excavators. 
Special Requirements/Conditions of Employment :

The selected candidate will be required to take a pre-employment drug and alcohol test as a conditional offer of employment. Must be qualified to certify fixed and portable truck weight scales within one year of permanent hire. Must obtain a Class A CDL within one year of permanent hire.

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems ' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Vacation (Annual Leave)

You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165 .
