This position is located in Human Resources & Information Management Branch, Division of Resource Management & Administration, Region II. This position is Non Bargaining Unit. This position requires occasional travel. Travel expenses associated with interview and/or relocation expenses associated with job offer will be paid. Selectee will be subject to Office of Government Ethics Confidential Financial Disclosure reporting requirements.

Responsibilities
As the Branch Chief of the Human Resources and Information Management Branch, you will lead a team responsible for providing advice, assistance and services to managers, supervisors, employees and applicants on all phases of the U.S. NRC's human resources management program and agency information management programs and activities encompassing clerical, administrative, scientific, technical positions and contractor support staff. Such duties include but are not limited to:
-Supervise and coach a staff human resource specialists, information management specialist, and administrative support staff, providing frequent constructive feedback of their performance, and assist in their development.
-Perform and oversee the full range of human resources services to the region, including, but not limited to staffing and placement, salary administration and pay setting, labor and employee relations, position management, employee benefits, training, etc.
-Perform and oversee the information management services to the region, including, but not limited to mailroom oversight, office support services, access for licensee sites within Region II, records management, and the Freedom of Information Act (FOIA) program.
-Conduct discussions with management and supervisory officials at all levels to plan, promote and implement human resources and information management functions.
-Provide interpretation of existing laws, rules, regulations, policies and procedures to managers and supervisors and all levels of employees in the region.

Qualifications
To qualify for this position you must have at least one year of specialized experience at the GG-13 level in the Federal service or equivalent experience in the private or public sector. Specialized experience is includes experience that provided you with knowledge of varied human resources management operations (e.g. staffing and placement; position management and classification; labor and employee relations; strategic workforce planning and analysis), etc. Also, experience that demonstrates a thorough knowledge of Federal human resources regulations, policies, practices and procedures is required.
The ideal candidate should demonstrate the following;
1. Demonstrated ability to lead the human capital and information management programs and in providing leadership and guidance to a team of employees with diverse skills and abilities in order to meet competing priorities without compromising timeliness, efficiency and effectiveness of customer service and the quality of work products.
2. Demonstrated ability to analyze and solve complex human resources issues and problems, and to develop recommendations and propose innovated solutions.
3. Expertise in the application of Federal human resource and information management regulations, policies, practices and procedures.
4. Demonstrated ability to use technology to improve efficiency in an organization; use HR systems as information management and decision support tools; understand information maintained in HR systems and the relevance of this information in addressing organizational issues and questions.
5. Strong oral and written communication skills, including ability to clearly convey complex information, present briefings to all levels of management and write clear, concise, and effective documents, correspondence, procedures and reports.
