Scope of Position:

The Construction and Project Engineering Manager will handle all technical coordination between the Contractor(s) and the EDF engineering subject matter experts (SME's). The main focus will be to coordinate engineering task from the EPC/site and other internal/external clients to the SME's. Managing the construction activities necessary to develop, license/permit, start-up and commence commercial operation of multiple renewable energy projects.

Working Conditions:
50% of the time is spent in the office environment utilizing computers (frequent use of MS Word, MS Excel, and MS Project), phones, and general office equipment, and 50% of the time is spent in the field.
 
Responsibilities:
Responsible for construction operations for assigned project site.
Coordinate with Sr. Director Project Construction.
The implementation and supervision of compliance and corporate policies.
Operationally reports to Program Manager.
Implement EPC Contract.
Participate with project team in change order resolutions
Participate in the development and updating project construction, budget schedule and risk analysis.
Hold design review for 30% kickoff meeting between EPC and SME's
Coordinate review and closure of the following documents:
30%/60%/IFC/IFC/As-built design
RFI's
Change Orders
Transmittals
Site investigations
Attend weekly conference call with internal EDF team, EPC
Attend monthly meeting on site
Coordinate other engineering disciplines within EDF
Attend SCADA weekly meetings and ensure deliverables are met. SCADA schedule to be updated
Ensure all SCADA vendors all coordinated with deliverable (turbine, substation, BoP Contactor, ISO, Utility, etc.)
Ensure EDF IT has equipment ordered and telecom is ordered on time support
Coordinate PI integration for the project
Coordinate with RAG for any EPE changes (equipment, capacity, etc.)
Coordinate engineering deliverables with Utility, ISO, and off-taker (bi monthly calls)
Provide/coordinate engineering documents for submittal to IE for EDF project finance
Coordinate with EDF generation/asset management for any metering or other generation engineering deliverables
Coordinate document control, with site admin, and downloading drawings/submittals to EDF server
 
Project Engineering Responsibilities
Participate in project feed-back and lessons learned sessions
Directs, oversees and holds accountable internal and external consulting engineers for their activities
Serves as lead on assigned projects or complex engineering assignments.
Functionally responsible for all technical issues during the project and accountable to the project Program Manager.
Responsible for representing engineering in all project related matters for the assigned projects, including attending the project meetings in person or by phone (as required).
Coordinates all technical disciplines on a project (engineering, resource assessment, GIS, SCADA and IT)
Communicates reports and tracks key project deliverables, timelines and statuses to the internal and external engineering staff as well as the project team.
Oversees QA/QC of engineering work product (e.g. calculations, design reviews, RFI responses, etc.) and other deliverables from the internal and external consulting engineers.
Supports proposal and estimating activities.
Coordinates and reviews the technical specifications and scope of work documents produced by the engineering department in the support of proposal, due diligence, estimating and contracting activities.
Prepares and maintains schedules; develops and monitors estimates and labor forecasts; assigns work within the engineering team;
Assists, as requested, in the development of department standards and procedures.
Travels, as required, to ensure the successful execution of project and/or department goals.
Actively participates in external technical seminars, as approved by supervisor.
Responsible for understanding the entire Code of Conduct and complying with its requirements.
Performs other duties as assigned by the Director of Engineering or his/her designee.
Pre-Construction Responsibilities (and Support as Needed)
Support Development Group on land issues permitting and sighting.
Support Development with site walks to review constructability.
Work with Resource Assessment for micro sighting projects.
Work with the project team to pre-qualify contractors.
Work with the project team to decide which contractors will be used on each project.
Work with project team on construction activities such as first phase geotechnical works, engineering and FAA requirements.
Review contracts and exhibits (including, but not limited to, drawings, quality and safety requirements) before releasing for bid.
Work with project team to evaluate bids and award contracts.
Work with the project team and contractors to negotiate and finalize contracts.    
Construction Responsibilities
Manage the project construction.
Manage the site team under its responsibilities.
Participate within the project team to optimize project, schedule and budget.
Participate within the project team to maximize Safety and Quality.
Implement executed construction contracts.
Manage and work closely with the assigned Site Representative.
Schedule and conduct on site progress meetings with contractors and suppliers.
Support, review and validate contractors pay requests.
Supervise Contractors performance of work.
Review testing and inspections to insure Contractor's compliance with all specifications, drawings and applicable Safety, Building, Fire and Electrical Codes and applicable national, state and local codes.
Review time schedules of construction.
Analyze construction problems and recommend a course of action.
Work closely with the project team with operating budgets, costs and expenses.
Generate construction status reports and briefings for all levels of management.
Work with project teams on reviewing and approving change orders.
Participate with contractor senior management to insure compliance with all aspects of the EPC contract.
Interface with Program management, O&M and Asset management to define support services needed for or from construction.
Coordinate with Program Management and engineering during design review meetings and during construction.
Coordinate with Program Management to insure compliance with all contract requirements.
Coordinate with project team to insure compliance with all supplier requirements of turbine components while in storage.
Ensure that EPC contractor performs safety and quality controls as per its contract and its project safety and quality plan.
Secure products transportation from factories to sites (from quality, scheduling and sequencing point of views).    
Post Construction Responsibilities, (support Asset Manager as needed)
Organize and deliver to program management office all EPC documentation.
Ensure sufficient review and approval of all contractors closing documentation.
Insure closeout of all punch list items.
Work with contractor and suppliers to achieve substantial/final completion.
Support any warranty issues, as needed
Support in settling any contractual issues.
Participate in project feed-back and lessons learned sessions

Qualifications:
Typically has some level of college education or equivalent business experience.
Electrical, Civil and/or Mechanical Engineering degree preferred
8+ year's industry experience of which 5 years must be at a management level with full responsibility for project construction. A recognized expert with extensive and comprehensive knowledge in area of expertise.
Extensive and diversified knowledge of relevant codes, standards and engineering principles and practices required to produce safe, efficient, reliable, easy to operate and maintain, and cost-effective designs a plus
Previous supervisory duties (at least 4 direct/indirect reports) 5+ years
Experienced with various Microsoft software programs including but not limited to Word, Excel, Visio, Project, Outlook, and PowerPoint.   Experienced in engineering software including XMap, MapInfo, and Micro-Site.   Knowledgeable of other programs such as Wind Farm, AutoCAD, and Adobe Acrobat a plus.
Strong organizational, interpersonal communication and management skills.
