Job Description:

Applied Research Associates Inc. is seeking a Military Planner to to provide on-site support in support of a Department of Defense (DoD) customer. The successful candidate will support research and analysis, and liaise with the Combatant Commands, Services, and 4th Estate to ensure tight coordination. The successful candidate:
Applies leading-edge principles, theories, and concepts to job assignments, and contributes to the advancement of clients' knowledge in the area of expertise.Studies subjects such as analysis in microelectronics, artificial intelligence, machine learning, autonomy, energy and power, software engineering, networking, communication, cyber, electronic warfare, aerial/ground/naval platforms, biotechnology, and space systems.Devises procedures for testing of materials and uses a variety of instruments to determine physical properties of materials. Applies leading-edge principles, theories, and concepts to job assignments, and contributes to the advancement of clients' knowledge in the area of expertise.Provides advice on the formulation of strategic policies, plans, and programs. Ensures all relevant DoD, OSD plans and guidance are incorporated and integrated into Test and Evaluation Planning.Publishes long and short range strategic guidance and revising of client goals. Develops and recommends strategic planning policy and assists with the development of or changes to strategic guidance.Develops and maintains contact with Services and Combatant Commands (COCOM). Coordinates with various strategic planning staff counterparts at DoD, Service, COCOM level, Defense Agencies, and Intelligence Community in developing strategic decision materials for the client.Leads study design and execution (potentially in collaboration with FFRDC, government or other contractor team members (DARPA,IARPA), while simultaneously demonstrating an innovative ability to modify/adapt techniques to fit situations and problems of interest.
Required Qualifications:
Bachelor's degree in Engineering, Business Management, Operations Research or a related field10+ years of experience providing decision support across diverse defense capabilities, programs and problemsDemonstrated effective leadership of complex, multi-disciplinary analytic projects providing insights and recommendations for DoD advanced capability investment areas (e.g., space, hypersonics, autonomy, missile defense)5+ years of experience supporting DoD at the Combatant Command, Service level.US citizen with a minimum DoD Top Secret clearance and the ability to obtain SCI access
Desired Qualifications:
Current DoD TS/SCI security clearance15 years of related applied physics, engineering experience in remote sensing systems, and seven to nine years of related (large-scale information system architecture) experience preferredExperience providing direct support to MAIS, ACAT, MDAP programs at the Strategic and Operational LevelStrong quantitative and analytic abilities to integrate and analyze data, solve problems, and effectively communicate results to senior leaders and decision makersStrong familiarity with Service capabilities, the programming, planning, budgeting and execution processes, and related acquisition strategiesExperience in the development and coordination of analysis products (e.g., problem definition, analysis plan and resourcing, interim documentation, and delivery of final analysis products)Experience in military concept development, requirements definition and trade studies for new systems sensor developmentDAWIA II, III Certified, having supported acquisitions of large operational platformsExcellent oral and written communication skillsWorking proficiency using MS Office (Word, PowerPoint, Excel), MS Outlook, MS Project Previous experience developing end to end mission solutions for DoD/government customers a plus.
This position is contingent upon award of a contract expected in Spring 2020 supporting the Department of Defense.
