Strategic Professional Resources, Inc. (SPR) is currently seeking a highly qualified program manager to provide advisory and assistance services supporting acquisition of research and development efforts at the Joint Warfare Analysis Center (JWAC). An ideal candidate will have, comprehensive knowledge of the principles, policies and practices of systems acquisition and program management to plan, organize and manage critical segments of the development, production and deployment of systems; comprehensive understanding of qualitative and quantitative techniques for gathering, analyzing and measuring the effectiveness of acquisition programs; the skill to plan, organize and direct teamwork, and to negotiate with leadership on accepting and implementing recommendations on program execution.
Major Job Activities:
- Assist with documenting technical environments, processes and procedures, testing plans, and project plans
- Participate in the planning, and coordination of new application deployment and enhancement projects.
- Assist with maintaining knowledge base documentation and inventory
- Assist in writing requirements to ensure the contractors clearly document requirements, specifications, and processes.
- Clearly communicate ideas and resolutions to customers in a timely manner to help streamline the acquisition process.
- Works with minimum supervision to resolves problems to the customer’s satisfaction.
- Support the development of Technology Readiness Assessments, Capability Description Documents, Capability Production Documents, and other specified documents as requested by the customer.
- Develop Research Reports, Procurement Schedules, Acquisition Plans, Performance Work Statements, Quality Assurance Plans, and Requirements Approval Documents supporting JWAC research and development programs
- Assist in the development of Draft RFPs, Statements of Objectives and Requests for Information in support of JWAC programs
- Assist in review of current acquisition processes may suggest and or implement procedures for optimization and improved efficiency
Education: Master’s Degree is desirable. Bachelor’s degree required; candidate having a degree that included a technical minor would be preferred. Candidate should have DAWIA Level 2 or 3 certification in Program Management (preferred) or have a Program Management Professional (PMP).
Experience: 5-10 Years. Experience in acquisition/program management support of research and development efforts including methodology and capability development is ideal. Knowledge and experience with the Joint Capabilities Integration Development System (JCIDS) as well as experience with DoD 5000 series acquisition processes is required.
