SBD is seeking an Agile Project Manager to lead a team of application development professionals responsible for the modernization of two major web applications for our federal financial customer located in Alexandria, VA. The team will be responsible for removing the applications' dependency on Microsoft Silverlight, migrating it to a more current environment. The team will be responsible for ensuring the web applications are fully compatible in multiple web browsers and browser versions, including Microsoft Explorer, Microsoft Edge, Google Chrome, Mozilla Firefox, Apple Safari, and Opera and eliminate the dependence on a plugin. The goal of this project is to provide a more user-friendly interface and to enhance the user experience by developing a user-driven product and allow for flexibility to adapt to changing priorities and requirements.

Responsibilities: Define, plan, and implement the deliverables and tasks required for successful implementations, including resource determinations, schedules, and project implementation plans. Share best practices and product knowledge with peers and novice team members. Respond to customer inquiries via e-mail, telephone, and in-person in a timely and professional manner. Provide user training via the Web or on-site regarding the effective use of the software and best practices. Work closely with the development and technical support to resolve technical product issues, and test new features, produce and maintain documentation, and report bugs. Utilize a standard project management methodology to guide all projects in a consistent, organized, and reliable manner. The Project Manager will be point of contact (POC) for communicating issues, concerns, or problems that arise for specific projects with the task order. The Project Manager shall have decision authority, the ability to direct Contractor staff, and will serve as the SBD's representative responsible for resolving all issues, concerns, or problems within the purview of the project within the task. The Project Manager shall readily respond to customer questions, concerns, and comments about the project with their responsibility. The Project Manager shall proactively alert the customer to potential project issues. Prepare and deliver all required status reports. Prepare and provide briefings to the customer (accomplishments, milestones, and deliverables) as required. Develop and document a Project Management Plan including Risk Management, Stakeholder Management, Change Control, Communication. Provide Project Management, identifying potential requirements, resource scheduling and milestone / checkpoint tracking. Conduct a quarterly Program Management Review (PMR) for senior management. Establish a Quality Control Plan (QCP) enforcing the Quality Assurance Surveillance Plan (QASP).

Requirements: Bachelor's degree in Information Systems Management, Computer Science, Business Administration or related field. 5 years' experience in project management, including multiple, simultaneous projects. Experience in software environment required. Must have prior experience managing Agile application modernization projects. Must be Project Management Professional (PMP) certified. Knowledge and experience in agile system design & development and the SDLC process for transitioning existing systems to new technologies. Knowledge and experience in agile systems development methods, including interacting, communicating, and collaborating with government counterparts, including receiving and applying feedback to change and adapt to meet needs. Must have and maintain a minimum of Legal Permanent Resident Status. Non-U.S. citizen applicants with Legal Permanent Resident status must have resided in the United States for at least three (3) of the last five (5) years. All applicants must be able to successfully obtain a federal agency-specific background investigation (Public Trust), inclusive of a credit check, prior to beginning work for this customer.

Desired: Knowledge and experience in web interface technology refresh, specifically in removing Silverlight from web applications and in selecting solutions that will enhance the usability of the systems. Knowledge and experience working with Windows 2016 Servers, IIS, and WPF/WCF; and SQL 2014. Knowledge and experience working with .NET 4.0; ASP.NET; C#; MSMQ; Silverlight 5.0; SQL Server 2014; WCF Service; Windows Services. Knowledge of existing forms development tools available in the market that can work to better serve the regulatory reporting needs of our customer. Certified Scrum Master (CSM) Certification highly preferred.
