Duties
This position is located in the Office of Administration (ADM), Division of Facilities and Security (DFS), Facilities Operations and Space Management Branch (FOSMB).
The successful candidate will perform the full range of Building Management Specialist duties for the Facilities Operations and Space Management Branch. Some duties include:
1. Providing direct support to the project officer for the management of the Operations and Maintenance contract for the headquarters buildings and lease management of the NRC-leased buildings. Coordinating these efforts with the cognizant contract specialist and budget staff as necessary. Informing management of any anomalies in the operations of these buildings. Maintaining records associated with building services calls, preventive maintenance, building plans and specifications, moderation projects and other facilities related issues.
2. Providing a wide variety of support services for the Facility Management Branch including performing health and safety inspections, preparing work statements, developing independent government estimates (IGEs), performing cost analysis and market study and performing technical research in support of facility engineering and management initiatives.
3. Performing quality assurance inspections in conduction with the commercial facility management contracts for operations and maintenance. Preparing quality assurance reports for management summarizing inspection findings.
4. Serving as the alternate Contracting Officer Representative (COR) for the Operations and Management Contract. Providing support to the project manager as needed. This includes attending meetings, giving presentations, meeting with outside contractors, developing statements of work and other facilities related duties. Serving as the COR over various contracts for assigned programs.
An ideal candidate for this position should demonstrate the following:
1. Broad knowledge of the principles and practices of project management and contract administration to effectively oversee an Operations and Maintenance (O&M) contract and a contractor staff who performs a wide variety of technical, administrative, QA/QC and logistic facility support activities. This would include assisting in the planning, preparation, and coordination of activities of contractors or others involved in facilities operations to assure that delivery of products and services are responsive to the Agency's needs.
EXAMPLE: Describe specific education, training, and experience that demonstrates knowledge of project management, contract administration, and the principles and techniques of facilities management to plan, direct, organize, control, and coordinate activities of an O&M contractor or other personnel to assure that functions interface as necessary for "high quality" delivery of products and services. Include specific examples of work assignments.
2. Knowledge of general engineering disciplines and practices to evaluate whether government property is being properly maintained and modified. This includes the ability to monitor the technical performance of contractors or others in the areas of building equipment operations and maintenance, preventive maintenance, quality assurance programs, energy conservation programs, landscaping, fire and safety measures, and construction techniques.
EXAMPLE: Describe specific education, training and experience related to the areas of building equipment operations and maintenance, preventive maintenance, quality assurance programs, energy conservation programs, preservation of interior finishes, landscaping, fire and safety measures, and construction techniques. Include specific examples of work assignments.
3. The ability to develop and implement cost efficient and effective recommendations for improving facilities operations and solving facilities related problems.
EXAMPLE: Provide examples of involvement with the development and implementation of cost efficient and effective recommendations for improving facilities operations and solving facilities related problems. Include examples of facilities related improvement studies.
4. The ability to communicate both orally and in writing at various organizational levels to resolve divergent points of view, monitor functions of contractors, and present issues and recommendations to management.
EXAMPLE: Provide examples that demonstrate your ability to effectively communicate both orally and in writing. Describe the various types and levels of individuals you routinely interact with and for what purposes. Describe instances that required you to use tact, diplomacy, and negotiation skills to achieve cooperation, and develop consensus.
Qualifications
In addition to the basic requirements, to qualify for this position you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE is defined as knowledge of the principles, theory and techniques of the facility management field sufficient to assist in the preparation of a wide variety of studies and duties associated with the oversight of a federal government facility.
