Duties

This position is located in the Office of Administration, Division of Acquisition Management Division.

The successful candidate will perform the full range of Sr. Contract Specialist duties for the Acquisition Management Division. Some duties involve negotiating and administering questions (including contracts and interagency agreements) terms and conditions for requirements that are complex, often unique and may involve a myriad of contract types. Acquisitions are typically negotiated, awarded, and administered for electronic and information technology services, equipment, and software; specialized research projects; technical assistance projects; administrative services; or management-oriented projects.
Some duties involve providing acquisition-related advice, assistance and assessments on a routine basis to NRC program and administrative offices regarding the character and extent of procurement cycles appropriate to implement a variety of acquisitions. These assessments must frequently be made on an immediate basis for factoring into the program planning function. Other duties involve participating with program office personnel in project planning to assure necessary procurement information regarding the impact on programs of procurement policies, standards, regulations, and interpretations.
Duties also include attending high-level policy meetings to develop major acquisition strategies and milestones. Acting as the primary consultant and resource person to high-level operating officials in the development and implementation of such strategies. Coordinating with program office personnel, preparing staff papers, memoranda and necessary backup material for proposed actions required to be presented to the Strategic Sourcing Group for review and approval. Awards for which the incumbent of this position bears primary responsibility for procurement planning, negotiation, and administration may involve obligations of $10,000,000 or more.

Qualifications

In addition to the basic requirements, to qualify for this position you must have at least one year of specialized experience at the grade 13 level in the Federal service or equivalent experience in the private or public sector. Specialized experience is detailed knowledge of the Federal Acquisition Regulation and thorough knowledge of the principles and techniques of acquisition. Must possess a FAC-C Level III certification.
The ideal candidate for this position will be able to demonstrate the following:
1. Experience in the application of the laws, executive orders, Federal Acquisition Regulations, Federal Property Management Regulations, policies and procedures pertaining to Federal contracting and procurement.
(Example: Describe specific work experience, training and developmental assignments which demonstrate your knowledge of and ability to interpret and apply the laws, regulations, executive orders, and Federal and NRC procurement regulations and policies pertaining to contracting and procurement. Describe how you have applied this knowledge and for what purposes. Provide specific examples and accomplishments).
2. Experience soliciting, negotiating, awarding and administering competitive and noncompetitive acquisitions for commercial and noncommercial products and services for requirements such as information technology products, information technology services, technical assistance services, professional services, administrative services, architecture and engineering services, construction services, training services, interagency acquisitions, and financial assistance.
(Example: Describe your experience soliciting, negotiating, awarding and administering routine and complex competitive and noncompetitive acquisitions for commercial and noncommercial products and services for requirements such as information technology products, information technology services, technical assistance services, professional services, administrative services, architecture and engineering services, construction services, training services, and interagency acquisitions. What FAR-based acquisition procedures were used? What were your specific duties and responsibilities? What contract types were used? How much of your experience is pre-award-based, and how much is post-award-based)?
3. Demonstrated experience presenting information, ideas and advice to customers in a clear, concise and logical manner, both orally and in writing. A writing sample is recommended.
(Example: Describe specific experience, education, and training which contributed to your ability to effectively communicate information, both orally and in writing. Describe the kinds of oral presentations you have made, to whom, and for what purposes).
4. Demonstrated experience to establish and maintain effective work relationships with individuals at all levels, including managers and supervisors, co-workers, staff personnel of other offices, representatives of other Federal agencies, and contractor organizations.
(EXAMPLE: Describe the various types and levels of individuals you interact with and for what purposes. Describe your accomplishments developing and implementing successful approaches to discuss and resolve conflicts. Provide examples of specific assignments that required you to use tact and diplomacy to achieve cooperation and develop consensus. What techniques do you use to develop effective working relationships? Provide specific examples and accomplishments).

Education

Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
