Overview
Leads and drives business development for strategic federal law enforcement accounts.
Serves as the Business Development Manager for Federal Law Enforcement programs developing client relationships with federal law enforcement customers. Manages the pipeline and revenue objectives for all federal law enforcement opportunities. Analyze sales trends, competition, and market changes to effectively drive federal law enforcement sales.
Clearance: Must be able to provide proof of U.S. Citizenship able to obtain a government clearance; Secret clearance preferred
Job Roles and Responsibilities
Specifically, the Business Development Leader for Law Enforcement programs will be responsible for the following action items:
Develop and execute strategic and tactical plans for the pursuit and development of key federal law enforcement opportunities Develop a multi-million dollar qualified pipeline. Accountable for achieving annual targets for identification and qualification of profitable pursuits. Conducting customer visits and perform research to understand current and emerging customer needs and requirements. Establish, build, and maintain customer relationships plus assess competitor capabilities generally aligned to specific customers. Work with cross-functional and operational teams to balance resource priorities to ensure consistent progress through marketing solutions, teaming and pricing elements of the capture plan. Leads capture management activities and works with the Proposal Team in the development and evaluation of the technical and management content and contractual compliance of proposals. Develop customer solutions and value propositions based on customer and stakeholder inputs. Provide management with information to identify critical areas of the opportunity's win strategy that minimize risks and maximize the probability of win. Participate in bid decisions, the development of cost strategies and phase reviews. Serve as the customer advocate during reviews to bring the voice of the customer into planning and strategy sessions. Organize and conduct customer liaison activities such as customer meetings, facility tours and product demonstrations. Obtain marketing intelligence and competitive data pertaining to potential targeted pursuits, and develop marketing strategies for same. Education, Skills, and Experience Requirements
Bachelor's degree in business or relevant field and 15+ yrs experience in successful federal IT sales with the last 10 yrs in business development in the Federal market place.
Strong knowledge and experience of Department of Justice agencies (FBI in particular) and components which is one of the largest users of IDIQs with the ability to open doors and drive business to the vehicle as well as close deals. Proven success in leading the BD sales efforts to law enforcement agencies in the Federal IT market Experience leading teams in pursuit of task orders that generate >$5 million of annual recurring revenue and $100 million or larger GWAC or IDIQ efforts Organized and structured thinking Robust communication skills, including facilitation and/or mediation experience Successful past performance in business development (e.g., developing customer relationships, account strategies, developing a qualified pipeline, building industry relationships, and leading capture & proposal activities) Experience leading customer engagement activities with Director and above representatives. Innovative and efficient problem solving skills Ability to present in small and large groups, to include difficult messages Ability to work in a team environment and create positive working environments Ability to handle dynamic/complex work environments with diverse clients Experience working with and/or leading Government related projects with a strong understanding of Government procedures/culture Strong working knowledge of Microsoft Office products (Outlook, Word, Excel, PPT)
