BRIEF DESCRIPTION:
U.S. Customs and Border Protection (CBP), Office of Administration, Facilities Management & Engineering Directorate (FM&E) is responsible for the coordination of all real and personal property management functions within CBP, in addition to the related aspects of financial management and budgeting, logistical support, building management services, investment planning, and life cycle management of real property.
 
*Some local travel required for government construction based programs
 
 
CLEARANCE LEVEL:
 
1st Preference : CBP Full BI (Customs Border Protection Full Background Investigation)
 
2nd Preference : Top Secret + DHS Clearance
 
3rd Preference: Top Secret or Secret
 
4th Preference : Willingness to obtain a CBP Full BI Clearance
 
Job Roles & Responsibilities:
Furnishing sufficient technical, supervisory, and administrative personnel at all times to ensure performance of the work in accordance with the delivery schedule, the Facility Operations Specialist (FOS) is responsible for obtaining and maintaining any registration or certification as requested by the various federal, state, and local agencies as well as any licenses, permits, warrants, or permissions for the BPAM program. In this role, the FOS will perform the following tasks though not limited to:
Serves as a facilitator for a variety of meetings and ad hoc projects. This includes setting the agenda, managing to the agenda, controlling the meeting environment, tracking action items, distributing meeting minutes, and reporting to stakeholders to ensure everyone is up to speed on project status and next steps Assist the Program and Project Managers in managing and coordinating acquisition activities that may consist of monitoring required procurement timelines and milestones, assisting in the preparation and development of acquisition documentation, acquisition program documents, plans, and performance measures, and providing advice and assessments throughout the acquisition process. Assistance in the development of a variety of acquisition-related program-supported business documents in accordance with U.S. Army Corps of Engineers (USACE), Federal Aviation Administration (FAA), General Services Administration (GSA), CBP, Homeland Security Acquisition Regulation (HSAR), and Federal Acquisition Regulation (FAR) regulatory requirements, and applicable policies, procedures and/or Federal directives Assist in the preparation of Independent Government Cost Estimates (IGCE) and lifecycle costs for acquisition and program support requirements. Support the Program Management Office (PMO) by monitoring maintenance work and tracking the completion, assisting the Government in developing repair solutions for facilities, and developing task and project documentation as required. Manage, track, and report on the required funding and the budget for the initiative, project, or task in its purview. All information shall be reported to the Government monthly. This includes: Submitting Purchase Requisition Requests (PRRs), tracking financial actions in the CBP financial system of record, SAP or its replacement, and working with servicing agency partners on available, expensed, and obligated funding. All project costs shall be tracked in the Facilities and Infrastructure Tracking Tool (FITT), or its replacement, and updated at a minimum once a month. Support the PMO by monitoring maintenance work and tracking the completion, assisting the Government in developing repair solutions for facilities, and developing task and project documentation as required. Assisting the Government in oversight and monitoring of environmental task completion and shall assist the Government in making sure all permits, warranties, and equipment documentation is accounted for in the appropriate systems of record.  
Education, Skill, and Experience Requirements:
A Bachelor's Degree in and 5+ years total relevant construction project management work experience, preferably with CBP:
Recent experience with CBP construction program management and lifecycle costs for acquisition and program support requirements. Strong experience in Microsoft Office Suite (Word, PowerPoint, Excel) and SharePoint preferred Experience in preparing Independent Government Cost Estimates (IGCE) reports Excellent communications both orally and in writing up and down the chain of command; able to multi-task and provide accurate and timely data Recent/current CBP experience preferably with BPFTI, BOMR, or FM&E program Proficient SAP, TRIRIGA, MS Access, MS Excel, and SharePoint.
